This position is stationed at Echo Glen Children's Center in Snoqualmie. There may be occasional travel to Green Hill in Chehalis to deliver training, approximately every other month.

The Department of Children, Youth, and Families (DCYF) has an opportunity for a professional who specializes in training, to work with a state-wide training group using adult learning principles to provide training that is trauma informed and culturally responsive for staff in residential and community programs. This includes youth and family engagement, case management, counseling, milieu coaching, and reentry planning, as well as verbal de-escalation and other strategies, policies, and procedures that are intended to maintain safe and professional relationships and program environments.

The Opportunity (Program Specialist 4) :
in this role, you will manage the Juvenile Rehabilitation (JR) training program, deliver approved agency curricula to DCYF, JR staff, and oversee the local coordination of training programs in their area of operation. The delivery of expert instruction helps employees strengthen and maintain safe and therapeutic living environments and coaching / counseling relationships. We are looking for a diverse pool of candidates, both internal and external. We will give external candidates with excellent training skills and alignment with the DCYF mission and priorities consideration in addition to internal candidates.
Some of what you will do :
- Manage the New Employee Onboarding program of staff for the area of operation to include scheduling all trainings during the staff's first year of employment.
- Manage mentorship programs for new employees within the organization.
- Manage refresher training programs for all employees within the organization
- Coordinate all scheduling and delivery of training within the Organization.
- Develop and manage training schedules for all programs within the organization or regional area of responsibility.
- Work with managers and appointing authorities to ensure training schedules, delivery and participation meet the needs and requirements of the agency, and problem-solve issues with training quality and consistent completion.
- Create and maintain rosters, and reporting documents for all training / mentorship programs within the organization.
- Forecast training requirements and track compliance.
- Coordinate and ensure the advancement of data collection as it relates to training and complete summary reports using workforce data.
- Review established training objectives, lesson plans, training materials, and instructional methods prior to the beginning of assigned courses.
- Participate in quality assurance processes with other members of the training unit.
- Travel as necessary to multiple locations within the organization to observe training.
- Deliver JR-approved curriculum on the proper use and application of culturally responsive and trauma-informed training that aligns with best practice principles of risk, need, and responsivity.
- Test / Evaluate new employees in the classroom or structured on-the-job observation setting.
- Provide training statewide as needed.
What we are looking for :
Bachelor's degree in social services or field related to personnel development.
An equivalent combination of education and experience totaling four years.
Two or more years of professional experience in application of adult learning principles.
A minimum of two years of experience working in a juvenile justice-related field including working with youth in residential and / or community facilities and programs, with an understanding of pertinent RCW and WAC.

Retirement and Deferred Compensation

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and / or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note : Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
