The Wisconsin Department of Children and Families (DCF), Division of Milwaukee Child Protective Services, Quality Operations Bureau is currently recruiting to fill a Fiscal Specialist position in Milwaukee, WI. This position is headquartered at our DCF Milwaukee Office, located at 635 North 26th Street, and will have the option to work hybrid for up to two days per week. This schedule may change based on training or operational needs. Employees will need to report to the Milwaukee office on their first day for onboarding and orientation.

Position Summary


This position is expected to independently plan and perform complex financial, management, and program revenue and expenditures reviews. The incumbent must be able to develop appropriate review criteria in a variety circumstances, to independently apply these criteria in multiple situations, and to exercise considerable judgment in rendering reasonable and fair review conclusions.


The staff member is highly responsible for providing technical assistance, special analyses, and consulting services to DMCPS managers and leadership on the fiscal operations of existing systems and programs within DMCPS direct operations and its contract partners. The staff member independently plans and performs complex management/operational/financial reviews, reporting how efficiently and effectively division programs are managed, and whether systems are in place and functioning as intended. The staff member develops, recommends and, as appropriate, assists in the implementation of internal controls and performance improvements or corrections to program and financial systems to increase the efficiency and performance or both.

The staff member in this position will communicate and collaborate with staff members in the DCF central office on matters related to the DMCPS budget, contracts, payments and all financial matters related to DMCPS business processes.


Additionally, the staff member assists management in developing review responses to external audits, and in preparing informational briefing materials for DMCPS managers:

  • Identities systematic issues that apply to the goals and missions of the agency.
  • Manages the quality of financial operations and recommends system enhancements.
  • Performs key management tasks as assigned by the supervisor.

Salary Information


The classification title for this position is Auditor-Advanced. The starting salary is between $31.44 and $43.00 per hour ($65,395.20 and $89,440 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

The pay schedule/range is 07-02. A one-year probationary period may be required.

Job Details


Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.

Qualifications


Minimally qualified applicants will have:

  • Experience working with Microsoft Suite (Outlook, Excel, and Word)
  • Experience working with spreadsheet data analysis and manipulation (pivot tables, power queries, advanced charting, flash fill, etc)
  • Experience processing invoice payments
  • Experience performing basic statistical calculations (mean, median, mode, etc)


Well-qualified applicants will have:

  • Understanding of generally accepted accounting principles (GAAP)
  • Experience working with state budget and fiscal processes
  • Experience reading and interpreting audit information
  • Experience reviewing contract budgets
