Position Description

SALARY:
Full Range: $94,622 - $138,876/annually
Grade 26, Exempt Position, Non-Union

Position Objective
To provide leadership and overall governance of the Digital Services Division. This position is responsible for strategic direction and effective resource allocation (human and financial) for the County’s enterprise technology platforms, and management of the County’s Websites and Applications Development activities.

Essential Duties and Responsibilities

1. Assists with defining Department vision and strategies for successfully linking information technology to County objectives.
2. Build relationships and collaborate with County Departments to identify effective technology solutions that address their unique departmental-specific needs. Introduce and advance industry knowledge [new technologies] through professional development and research.
3. Oversees technical support and problem resolution for responsible functional areas - Websites, SharePoint, Customer Relationship Management (CRM) system and Applications Development including establishing and implementing policies, programs, and procedures.
4. Researches and leads discussions County-wide with department management and staff to provide innovative solution ideas for utilizing digital channels, user experience (UX) and automated intelligence (AI) to enhance the way the County conducts business and serves its citizens
5. Establishes priorities and work plans for division staff that are consistent with the County’s technology strategy and objectives and organizational mission and values.
6. Assists with the planning, preparation, and management of Digital Services Division budgets.
7. Manages vendor relationships and technology procurement.
8. Supervises staff and performs activities such as monitoring effective completion of assigned projects, annual performance communications, time management, and professional development.
9. Develops and maintains a Web Plan that is linked to and promotes the County’s public service priorities while remaining adaptable to changing trends in Web technologies.
10. Provides leadership for SharePoint content management and applications.
11. Provides leadership for CRM resources and applications.
12. Provides leadership for Applications Development.
13. Develops and presents training, demonstrations and seminars.
14. Attends work in a regular and timely manner.
15. Performs other duties as assigned or apparent.

Minimum Qualifications and Desirable Knowledge, Skills and Abilities

Minimum Qualifications

In order to be considered for this position, applicants must possess the following:

  • Bachelor's degree
  • Five years of progressively related experience
  • Experience using Microsoft Office Applications, HTML, Microsoft SharePoint, and Microsoft CRM Portals
  • Reliable means of transportation to travel to multiple locations around Stearns County, some of which may not be accessible by public transportation
Preferred Experience Beyond Minimum Qualifications:
  • Bachelor's degree in a computer science related field
  • Experience providing direct supervision of professional staff
Desirable Knowledge, Skills and Abilities
1. Knowledge of information architecture design best practices and the elements of good user experience.
2. Knowledge of website design and development.
3. Knowledge of application development best practices and methodologies.
4. Knowledge of Enterprise Content Management (ECM) systems, preferably Microsoft SharePoint.
5. Knowledge of Customer Relationship Management (CRM) systems, preferably Microsoft Dynamics.
6. Knowledge of Web technologies, online service applications such as customer service portals, eGovernment and eCommerce applications.
7. Ability to communicate complex business and technical issues to non-technical staff verbally and in writing.
8. Ability to report project status clearly and honestly.
9. Ability to work as part of a team as well as independently.
10. Skilled in managing customer relationships and customer expectations.
11. Skilled in formal business analysis and project management methodologies.
12. Skilled in negotiating and group facilitation.
13. Skilled in requirements gathering, user case definition, and business case development.
14. Skilled in conducting effective meetings.
15. Skilled in establishing and leading project teams.
16. Ability to effectively communicate verbally and in writing.

Work Environment and Physical Demands
The primary responsibilities for this position will be performed approximately 100% of the time indoors. Will require travel to offsite locations and minimal attendance at evening meetings. Will have infrequent exposure to health hazards and accidents; requires a low level of physical effort.

Extent of Supervision or Guidance Provided
Work is performed under the general supervision of the Chief Information Officer.

Supervision of Others
This position supervises Digital Services Division staff.

Hours of Work
This position has a normal work schedule of 8:00 a.m. to 4:30 p.m.; may include some hours outside of normal work hours on occasion.
