Community Support Team Qualified Professional (CST QP)
Summary: This service consists of community-based mental health and substance use services, and structured rehabilitative interventions intended to increase and restore a beneficiary’s ability to live successfully in the community. The team approach involves structured, face-to-face therapeutic interventions that assist in re-establishing the beneficiary’s community roles related to the following life domains: emotional, behavioral, social, safety, housing, medical and health, educational, vocational, and legal. This team service includes a variety of interventions that are available 24 hours a day, 7 days a week, 365 days a year. The service is designed to provide: (1) symptom stability by reducing presenting psychiatric or substance use disorder symptoms; (2) restoration interventions for the development of interpersonal, community, coping, and independent living skills; (3) psychoeducation; (4) first responder intervention to deescalate a crisis; and (5) service coordination and ensure linkage to community services and resources.
Program Responsibilities
- Accuracy of work by the individual in this position will have a tremendous impact on treatment outcomes for clients and legally responsible persons. Efficient allocation of fiscal resources is mandatory in supporting and realizing the primary goals and objectives of CST services.
- This accuracy requires visual/perceptual, verbal, and written communication skills.
- Consequences of error can range from inconsequential to severe.
- Knowledge of the agency’s guidelines, policies, and professional standards for treatment, LME-MCO, and the Division’s regulations is required.
- Regular contact with agency’s staff (clinical and administrative); some contact with legally responsible persons and extensive contacts with staff from other community agencies, LME-MCO, judicial system, etc.)
- There is a minimum physical effort to fulfill the requirements of this position.
- Conduct face-to-face meetings with clients.
- Illustrate documentation of meetings into the notation portal NCTopps.
*Visual observations of staff’s interactions with clients and peers are essential for training and ongoing evaluation purposes. Visual observation is also essential to the client’s treatment and proper allocation of resources. Intense mental concentration is necessary for the following: managing a client through crisis, fulfilling medical record requirements and other essential paperwork, communicating with officials in the community, evaluating potential emergency placements, etc.
Minimum Position Requirements
Qualified Professional: a graduate of a college or university with a master’s degree in a human service field and has one year of full-time, post-graduate degree accumulated MH/DD/SAS experience with the population served, or a substance abuse professional who has one year of full-time, post-graduate degree accumulated supervised experience in alcoholism and drug abuse counseling.

a graduate of a college or university with a bachelor’s degree in a human service field and has two years of full-time, post-bachelor degree accumulated MH/DD/SAS experience with the population served, or a substance abuse professional who has two years of full-time, post-bachelors degree accumulated supervised experience in alcoholism and drug abuse counseling.
(or)
a graduate of a college or university with a bachelor’s degree in a field other than human services and has four years of full-time, post-bachelor degree accumulated MH/DD/SAS experience with the population served, or a substance abuse professional who has four years of full-time, post-bachelors degree accumulated supervised experience in alcoholism and drug abuse counseling.

Qualified Professional who has the knowledge, skills, and abilities required by the population and age to be served. Individuals shall have a minimum of 1 year of documented experience with the adult MH/SA population.
