Summary (description):
The Deputy Director for Clinical Programs is a dynamic senior leadership role, overseeing Swords to Plowshares' clinical services across residential and non-residential locations. This position ensures the safety and well-being of veterans, particularly those with disabilities who are experiencing or exiting homelessness. Key responsibilities include staff supervision, clinical program oversight, and quality review, delivering comprehensive care to veterans in our housing programs and Service Centers in San Francisco and Oakland.
Our residential programs span six housing locations in San Francisco, offering case management and support to veterans dealing with mental health issues, complex medical needs, and substance use. Operating under a trauma-informed care model, we emphasize Harm Reduction and Housing First principles. Our non-residential programs, based in Service Centers in Oakland and San Francisco, provide mental health support, crisis intervention, and wraparound services such as legal assistance, employment services, financial management, and family support in addition to services provided offsite for veterans who are incarcerated through the C.O.V.E.R (Community of Veterans Engaged in Restoration) program.
As a key member of the Senior Management Team, the Deputy Director will lead clinical teams to ensure cohesive service delivery across the agency. This role will also contribute to strategic planning and the development of clinical services to meet the evolving needs of veterans, ensuring they receive the highest standard of care and support.
Roles and Responsibilities
Program Implementation & Oversight
- Provides input and support to Directors on matters related to delivering clinical and supportive services to veterans.
- Ensures clinical programs adhere to best practices in delivering and coordinating supportive services to veterans.
- Serves as a clinical resource for frontline staff who may need clinical guidance as they provide ongoing care to veteran clients across Swords’ programs.
- Facilitates case conferences with support services staff across the agency to provide clinical support for complex cases, offering innovative ideas and perspectives on client care.
- Oversees staff charting and documentation through chart reviews and reviews of clinical notes and assessments in our client case management system.
- Ensures adherence to laws regarding confidentiality, privacy, and reporting requirements.
- Maintains programmatic compliance as required by various funding authorities.
- Provides on-call after-hours support for clinical needs and crises that arise and provides backup, as needed, to aid in other on-call duties for staff coverage based upon staffing demands.
Staff Development & Supervision
- Develops, facilitates, and supports staff training and education.
- Provides proactive crisis intervention training and support for staff.
- Provides direction and support in the ongoing review of the structure and delivery of clinical services to ensure adherence to best practices.
- Directly supervises the Senior Mental Health Program Manager, Clinical Director for Non-Residential Programs, and Program Manager for Safe Haven.
- Provides clinical supervision to California BBS interns seeking hours towards clinical licensure as an LMFT, LCSW, and LPCC.
Community Partnerships
- Works with the Deputy Director of East Bay Programs to support advocacy for veterans' mental and behavioral health funding and policy needs.
- Participates in local and national conferences, presenting on clinical interventions and best practices for veterans.
- Coordinates and networks with Continuums of Care (CoCs), community agencies, and service providers.
- Represents Swords to Plowshares in local collaboratives and provider organizing and advocacy groups.
Contract Oversight
- Works with the Grants team to develop clinical program goals, activities, and reporting tools for government grant proposals.
- Completes internal and external reporting for grant funders, including but not limited to the Department of Veterans Affairs, San Francisco Department of Public Health, and Alameda County Behavioral Health Services.
- Acts as liaison with funding agencies and assists with agency audits related to clinical programming.
Requirements
Education
- Master's degree in counseling, social work, or related field
- Valid CA BBS License required (MFT, LCSW, LPCC) along with the ability to supervise BBS Interns
- Training in the use of DSM V, DSM V - TR to develop provisional diagnosis
- Training and familiarity with treatment protocols for people with mental and behavioral health diagnoses
- Must maintain a valid Authorization to Write 5150/5585 Applications card in San Francisco City & County.
Experience
- Experience providing counseling and other services to underserved and marginalized communities
- Experience in managing community-based programs and providing clinical supervision to BBS registered Interns
- Experience in multi-disciplinary treatment planning, individual and group psychotherapy, substance abuse counseling and crisis intervention
- Experience in Medi-Cal billing
Qualifications
- Familiarity and understanding of veterans and homelessness issues with an emphasis on the challenges with readjustment
- Ability to manage and implement program design and implementation of services
- Ability to supervise and motivate staff in a multi-services-oriented setting
- Commitment to treating all clients and colleagues with dignity and respect
- Must be able to communicate effectively with a variety of personalities and be comfortable embracing the agency’s Diversity, Equity, and Inclusion Initiative
Skills
