Reports To: Assistant City Manager
Status: Full Time, Non-Exempt (Hourly)
Wage Scale: $35.45 -$53.55 (Typical starting wage $35.45-$44.50 DOE)
Close Date: February 24, 2025
Hours: Monday-Friday 8:00AM-5:00PM

Position Summary:
This position is responsible for performing a variety of complex administrative duties related to securing and coordinating compliance for federal, state, and local grants. These duties include preparing and submitting grant applications, researching funding sources, and ensuring that
projects align with funding guidelines. The role involves working closely with department heads and city leadership to define project scopes, monitor funding opportunities, and manage grant compliance. Additionally, this position involves tracking financial expenditures, ensuring adherence to budgets, and preparing reports or presentations for city leadership.


Essential Duties and Responsibilities:
• Research and identify potential funding sources to support various city projects and initiatives.
• Prepare and submit federal and state grant applications in compliance with funding guidelines.
• Collaborate with department heads and City Leadership to define projects scopes and objectives.
• Monitor available funding opportunities and evaluate their applicability to city projects.
• Ensure ongoing compliance with grant terms, conditions, and procurement standards.
• Track and manage financial expenditures related to grant-funded projects, ensuring alignment with approved budgets.
• Prepare detailed reports and presentations on project progress, funding utilization, and financial status for City Leadership.
• Coordinate with external organizations, agencies, and funding bodies to secure and maintain grant funding.
• Review and approve vendor payments to ensure compliance with contract terms, procurement codes, and grant specifications.
• Maintain accurate records of grand documentation, project files, and fiscal history related to grant activities.
• Participate in administrative meetings and public discussions to present grant-related information and funding opportunities.
• Provide guidance and assistance to department heads in evaluating the feasibility of potential grants and funding sources.


Required Knowledge, Skills, and Abilities: Knowledge of:
• In-depth understanding of federal and state grant processes, compliance requirements, and funding opportunities.
• Budgeting, accounting principles, and financial reporting related to grant management.
• Familiarity with procurement codes and regulations governing grant-funded projects.
• Awareness of local government operations, capital improvement projects, and municipal planning documents.
• Proficient in grant management software, financial tracking tools, and Microsoft Office Suite.

Skilled In:
• Strong written and verbal communication skills, including the ability to prepare clear, detailed reports and deliver presentations.
• Excellent organizational and time management skills, with the ability to manage multiple projects simultaneously and meet deadlines.
• Excellent analytical skills for evaluating financial data, budgets, and grant compliance reports.
• Strong research skills for identifying and pursuing funding opportunities.
• Developing and maintaining effective working relationships with city leadership, department heads, external agencies, vendors, and funding bodies.

Ability To:
• Interpret complex federal, state and local grant regulations and ensure compliance with all terms and conditions.
• Collaborate effectively with diverse stakeholders, including city leadership, department heads, and external organizations.
• Ability to manage financial records and monitor expenditures to ensure adherence to budgets.
• Work independently and make decisions related to grant management and funding strategies.
• Present complex information clearly and confidently to various audiences.

While performing the duties of this job the employee is frequently required to sit, talk, hear and see. Duties require sufficient mobility to work in a typical office setting and use standard office equipment, sustained posture in a seated position for prolonged periods of time.

Minimum Qualifications:
Education and Experience
Bachelor's degree from an accredited college or university with degree in business management, public administration, accounting, finance, technical writing, or a closely related field and four (4) years of grant writing experience or an equivalent combination of education and experience.


Preferred Qualifications:
Education and Experience
Master's degree from an accredited college or university with degree in business management, public administration, accounting, finance, technical writing, or a closely related field and six (6) years of grant writing experience or an equivalent combination of education and experience.


Certifications, Licensures, and/or Registrations
Grant Professional Certified (GPC)
Certified Grants Management Specialist (CGMS) Certified Grant Administrator (CGA)
National Grants Management Association (NGMA) Certification American Grant Writers' Association
(AGWA) Certification
Or other similar professional certification
