Job Summary
Seeking an IT Portfolio Manager to support the Client's COTR in managing task orders associated with the XXXX master contract. This role ensures that deliverables, requirements, and contractual obligations are met in accordance with the terms and success criteria specified. The candidate will oversee multiple complex IT programs, ensuring timely and budget-compliant completion, and will provide strategic oversight, project governance, and risk management for enterprise-wide IT initiatives.
Duties & Responsibilities
- Oversee and coordinate the full software development life cycle (SDLC) across multiple IT programs.
- Manage IT task orders to ensure contract compliance and successful delivery of program goals.
- Develop and maintain project schedules, budgets, and resource allocations to align with program objectives.
- Provide program management coordination and controls, ensuring adherence to operational and contractual requirements.
- Lead requirement definition, fit/gap analysis, system design, development, testing, deployment, and training.
- Establish and oversee change management processes for evolving project needs.
- Conduct risk analysis and mitigation planning for IT programs.
- Manage stakeholder engagement, collaborating with both internal and external teams to ensure program success.
- Prepare and present program status reports to senior leadership and steering committees.
- Define and track key performance metrics, ensuring projects meet scope, quality, and performance expectations.
- Implement business process improvements and technology-driven solutions to enhance productivity.
- Ensure project closeout activities are completed, including procurement, documentation, and compliance tasks.
Selection CriteriaEducation:
- Bachelor’s degree in Computer Science, Information Systems, or a related IT field.
Experience:
- Minimum 10 years of IT program management experience, including:
- Managing large-scale enterprise system implementations.
- Project management training with expertise in scheduling, budgeting, and variance reporting.
- Hands-on experience with project management tools (Primavera, MS Project, etc.).
- OR an equivalent combination of post-high school education and 14 years of progressively responsible IT program management experience.
Minimum Requirements:
- Expertise in program governance, IT project controls, and compliance monitoring.
- Strong understanding of budget and schedule management for complex IT portfolios.
- Hands-on experience in software development methodologies, business process re-engineering, and process improvement techniques.
- Proven ability to motivate and lead cross-functional teams in a politically complex environment.
- Experience managing vendor contracts and internal/external development programs.
- Strong knowledge of technical, contractual, and legal documentation in IT program management.
- Ability to effectively communicate at all organizational levels, independently organize assignments, and serve as a leader for highly skilled personnel.
Preferred Qualifications:
- Master’s degree in Computer Science, Information Systems, or a related field.
