We are currently seeking a Fabrication Yard Manager to join our team based in Houston, TX.

About the Job

Nominated by the Head Office Construction Department Manager and remains part of the Construction Department throughout his assignment.

This employee is linked to the Project Director / Package Project Manager and Yards Construction Director to whom he reports.

This employee is supervised and supported by the Head Office Construction Department Manager.

This employee receives from the Project Director / Package Project Manager and Yards Construction Director, at the beginning of his assignment, relevant power to assume his responsibilities : power of attorney, bank operations, expenditure power.

This employee has a jobsite team and logistic resources suitable for the Construction of the Project.

DUTIES AND RESPONSIBILITIES

This employee has the overall responsibility for managing all construction activities at Yard site, in compliance with the company rules and procedures and the instructions received from the Project Director / Project Manager and Yards Construction Director.

At Yard site, he acts as the TEN representatives for all relationships with local Authorities, Client, Partners, Subcontractors or Vendors for matters linked to Yard Site activities.

They ensure that QC and HSE&S policy is properly implemented and monitored.

They manage and give instructions to personnel at Site Yard and are responsible for :

Safety, Health, Environment and Security
Cost Control
Construction Supervision
Planning / Progress Reporting
Quality Management
Field Engineering and Material Management
Subcontract Management
Administration and Logistic

TASKS

Home office activity

Before starting Site Yard attendance, the Site Yard Manager is involved in Home Office activities.

Their main activities are the following :

Review the Contract documents to ensure that proper actions are taken for the implementation of the field construction activities.

Analyze feedback from former similar Projects.

Participate in the mandatory Project reviews : Contract Review, Risk Assessment Review, Constructability Review.

Participate in the Site Yard Surveys.

Elaborate the Construction Strategy on the basis of the scope of work, the contract obligations, the Company policy and the available budget.

Participate in the Schedule of the Construction works on the basis of contractual milestones / targets giving inputs to the Project Group to elaborate the Overall project, Master Schedule.

Coordinate the preparation of the Overall Construction Progress Chart and of Discipline Construction Progress Charts.

Coordinate the preparation of Construction Work Class Progress forms.

Prepare and / or cooperate in the preparation of the specific construction procedures for the Project according to the Contract requirements and, as a minimum : the Construction Safety, Health, Environment and Security (HSE&S) Plan, the Field Coordination Procedure, the Field Inspection Coordination Procedure, and the Overall Construction Quality Plan.

Establish in relation with the Home Office Construction Department Manager the Global Quality Performance objectives.

Elaborate the Construction Subcontracting Strategy

Participate to the bid inquiring and awarding of the main Construction Subcontracts.

Participate to the design and purchase of the Temporary Construction Facilities and / or camp, if any, in accordance with the Contract obligations, as well as construction needs and budget.

Finalize the Site Yard Organization and determine the job description and the necessary qualifications of each Site Yard Personnel.

Finalize the Site Yard Attendance Plan (Manning Chart) according to the construction schedule and initiate the mobilization at Site.

Participate in the preparation of the application for permits and coordination with local authorities.

Organize the erection of the Temporary Construction Facilities.

Receive the budget as well as relevant instructions and objectives from the Project Director / Project Manager and Yards Construction Director.

All the above activities are developed in full cooperation and coordination with the Project Construction Coordinator (responsible for all the Construction Home Office activities)

Field activity

The Site Yard Manager is directly responsible for performing the following tasks :

Inform the Project Director / Project Manager and Yards Construction Director and Construction Department Manager of the progress of works and of any occurrence in field that may affect the Project execution and / or the Company image.

Maintain relations with the Client at Site Yard, as delegated by the Project Director / Project Manager and Yards Construction Director

Maintain relations with all local external organizations such as authorities, banks, insurance companies and transport companies to ensure their operative support to the field activities.

Communicate within the Site Yard Organization the importance of Client Satisfaction as well as legal and statutory requirements.

Communicate to the Site Yard Key Personnel the trend of the Construction cost and coordinate corrective actions.

Participate in the Kickoff Meetings with the Client and with the Subcontractors to state and clarify the Site Yard organization and policy.

Chairs the Site Yard Weekly Meetings with Client

Check the capability of the members of the Field organization to correctly perform their tasks and issue individual appraisal reports to the H.O. Construction Department.

Promote and coordinate dedicated information or training courses for locally hired resources.

Organize, if necessary, task forces for specific goals : Plant turn-over team, line pressure test team, etc.

Organize internal audits.

Ensure the implementation of the Constructability Program.

The Site Yard Manager directly takes under control, assisted by the field organization, the following areas of management :

Safety, Health, Environment and Security (HSE&S)

Chairs the Site Yard HSE&S Committee.

Lead the Site Yard BBS (Behavior Based Safety) Steering Committee on a monthly basis.

Ensure the implementation of the Safety, Security, Health and Environment Company Policy and Plan; in particular :

Assess regularly the HSE performance analyzing the HSE indicators, the list of casualties and the near missing cases.

Assess regularly the activity of the HSE Staff led by the HSE&S Manager

Perform regular Site Yard walks around to personally ascertain the application of the HSE Plan

Assess the regular issue of HSE Reports.
