OSP Engineering Permit Coordinator
Job Description
Candidate will be responsible for the oversight, submission, and successful approval of all OSP Engineering Permit Design packages, covering all permits associated with FTTP, MDU, MTU, SMB/Enterprise and BAU work scopes. Previous OSP Permit experience which includes processing of and coordination of permitting, joint use, and traffic control plans. This experience may be with any major telecommunications, CATV or other utility service provider. The ideal candidate will have expert level experience with Permit coordination covering large scale, complex turn-key programs.
Job Responsibilities (Including, but not limited to):
- Oversight & review of all OSP Engineering Permit packages in preparation of submission to local entity.
- Review, coordinate, process, and verify compliance with rules, regulations, and legal requirements applicable for all permits required from approving agencies for the placement and installation of fiber optic cable networks.
- Experience or knowledge of State, Highway Department & Municipal requirements for Telecommunications construction permitting processes.
- Research and obtain all applicable permit data and information associated and required for successful permit submission and approval.
- Local knowledge of traffic control permitting requirements.
- Prepare and track timeline schedules for obtaining approved permits from local city, county and state agencies or any other required permitting entity and distribute to all appropriate parties, internally and externally as required.
- Confer with project manager to ensure accuracy of project data.
- Prepare and submit all required permit applications and associated documents to approving agencies.
- Track and manage permits for multiple projects concurrently.
- Communicate with permit approving agencies as required to confirm timelines, proper procedures, and documentation requirements are met.
- Track all documents associated with the permit process from initial review through final permit approval to ensure timelines/schedules are met and to provide timely follow-up as required.
- Manage all documents associated with the project permit process from initial review through final permit approval.
- Utilize and provide to management meaningful and timely reports using key performance indicators to aid in managing the health and success of the permit process.
- Identify and implement continuous process improvement initiatives to allow Operations to delivery services more efficiently.
- Client interface for permit status and issue resolution.
- Responsible for tracking change impact and delay impact.
Required Skills & Qualifications:
- High school diploma or GED equivalent.
- 3 years of OSP engineering experience.
- Knowledge of permitting processes (highway, railroad, city, county, etc.)
- Experience or knowledge of State, Highway Department & Municipal requirements for Telecommunications construction permitting processes.
- Local knowledge of traffic control permitting requirements.
- Ability to upload/download and edit documents in Project Management software.
- Expert level skills in Microsoft Office programs and Adobe Acrobat. Working knowledge of Google Earth/Maps.
- Highly organized, self-starter, and detail oriented.
- Possess strong professional written, verbal, and interpersonal communication skills.

Desired Skills & Qualifications:
- Bachelor s degree in Science, Technology, Engineering or Mathematics preferred.
- Experience in either the engineering, construction, architecture, or telecommunications industries.
- Knowledge and experience with telecommunications engineering standards, with previous FTTP, MDU, MTU, SMB/Enterprise and BAU design or Project Management experience preferred.
- Capable of identifying issues in the design that would have a potential to impact network buildout.
- Able to collect necessary data from the field for determining a design including all necessary OSP features.
- Knowledgeable in GO 95, GO 128 and/or NESC requirements.
- Knowledge of FTTP architecture, cable design and terminal placement.
- Experience with interpreting cable or substructure designs.
- Knowledge and experience with telecommunications construction techniques
- Able to identify all types of construction methods within ROW, identify assumed public ROW, visually identify existing utilities.
- Basic Knowledge of Make-Ready Construction.
