THIS POSITION IS OPEN FOR INTERNAL EMPLOYEES OF THE TEXAS DEPARTMENT OF MOTOR VEHICLES.

THE SELECTED CANDIDATE MUST RESIDE WITHIN A 1-HOUR COMMUTE OF A REGIONAL SERVICE CENTER WITHIN THE STATE.

THIS POSITION MAY BE ELIGIBLE FOR TELECOMMUTING AFTER THE CANDIDATE COMPLETES AN INITIAL PROBATIONARY PERIOD (SUBJECT TO CHANGE).

GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries in the state with quality motor vehicle-related services. We are a dynamic state agency dedicated to customer service, consumer protection, and the success of motor vehicle-related industries.

This position performs moderately complex (journey-level) consultative services and technical assistance work assistance for the Texas Department of Motor Vehicles (TxDMV), Vehicle Titles and Registration (VTR) Division and reports to the Strategy Development & Analytics Section Director. Work involves providing support in planning, developing, and implementing major agency initiatives, including analyzing training initiative, Inventory Management System (IMS) and webDEALER data and identifying program needs based on data collected and analyzed. The selected candidate will be responsible for providing support to the Program Analyst and training team. Responsibilities include assisting with assessing the division’s training needs, manuals and guides, and internal and external communication. They will assist with creating and implementing effective training programs necessary for the successful implementation of HB 718 business processes. They will provide training support for the section conducting training of complex business and technology functions and systems such as webDEALER and systems acquired because of HB 718 and additional legislative mandates, ensuring and monitoring compliance with training requirements, and recommending and enacting staff development activities. Identifies training needs and requirements. Participates in virtual training and may participate in in-person training by providing support and resource development including but not limited to, staff activities performed in the Registration and Title System (RTS), webDEALER, the National Motor Vehicle Information Title System (NMVTIS), Driver License Image Retrieval System (DLIR), TxIRP, FileNet, phone systems, and various internal department databases. Performs research, problem-solving, documenting, and report preparation. May provide guidance to others. Works under general supervision, with limited latitude for the use of initiative and independent judgment

ESSENTIAL DUTIES

  • Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to program assignments.
  • Performs comprehensive reviews of literature, statutes, rules, and/or policies; and prepares administrative reports, studies, and specialized research projects.
  • Provides support and collaborates in the planning, development, implementation, analysis, and documentation of an agency program.
  • Serves as a liaison to staff, government agencies, community organizations, or the general public to explain and provide technical assistance on program specifics and requirements.
  • Creates and implements data management collection techniques.
  • Conducts surveys and/or reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.
  • Markets program(s) to community and professional groups to encourage and/or improve interest in the program(s).
  • Monitors and reviews compliance with program policies and procedures, statutes, and rules for assigned program.
  • Studies and analyzes operations and problems, prepares reports of findings and recommendations, and prepares justifications for the implementation of procedural or policy changes.
  • Assists in reviewing and evaluating information on service delivery system methods, outputs, and activities to identify gaps in resources and recommend improvements.
  • Assists with the collection, organization, analysis, and/or preparation of materials in response to requests for program information and reports.
  • May collaborate with program staff in determining trends and resolving technical problems.
  • May recommend and coordinate activities to produce a more effective program.
  • May provide input on developing and/or revising policy and procedure manuals. May provide guidance to others.
  • Performs related work as assigned.
  • Analyzes data to determine better ways to implement guidelines.
  • Participates in training internal and external users regarding business polices, regulations, laws, and systems.
  • Participates in guiding staff in developing and integrating new or revised methods and procedures.
  • Develop training materials to support instructor-led training initiatives, e-learning environments, ad hoc training, remote user training, and webinars.
  • Collaborates in developing and updating knowledge resources and operating procedures.
  • Conducts research and analysis on complex issues, legislation, and departmental policies and assists in developing departmental policy positions pertinent to those issues and areas of expertise.
  • Develops and implements short-range and long-range local and statewide plans and projects for the Vehicle Titles and Registration Division.
  • Participates in analyzing and prioritizing departmental needs, changes, and enhancements and makes recommendations.
  • Develops and monitors statistical performance measures.
  • Assists in reviewing and preparing correspondence, reports, and studies and giving briefings, and making presentations regarding program activities.
  • Serves as a project leader for teams performing planning projects and special assignments meeting deadlines and goals as appropriate.
  • May travel to other department offices to provide applicable information.
  • May travel 10-25% of the time. Travel may be by car and/or plane.
  • May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
  • Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
  • Performs other duties as assigned.
Qualifications


MINIMUM REQUIREMENTS

Education

  • Bachelor’s degree from an accredited college or university or the U.S. equivalency.

Experience

  • A combination of three (3) years of progressively responsible experience in a customer service environment providing vehicle title and registration services, business management, quality management, training, or related field.
  • Experience may substitute for the bachelor’s degree on a year-for-year basis.

(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)

ADDITIONAL INFORMATION

This position is eligible for a remote or hybrid work schedule in the state of Texas (subject to change).

Remote work employees must meet these criteria for the remote work location:

  • Adequate desk space in a dedicated, contained area that is secured and protected at all times.
  • Remote work location is in a quiet environment free of background people and noise during business hours.

TRAVEL

May travel up to 25% of the time.

REGISTRATION, CERTIFICATION AND/OR LICENSURE

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
