GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs advanced managerial work assisting the Deputy Director and the Director of the Vehicle Titles and Registration (VTR) Division, Texas Department of Motor Vehicles (TxDMV), in the oversight of the statewide vehicle registration program. Utilizes high-level subject matter expertise to interpret and apply statutes, administrative rules, and agency policies pertaining to vehicle registration and associated programs. Focus given to organizing work, developing processes, and finding efficiency in transactional operations. Work involves reviewing policies, guidelines, procedures, rules and regulations, establishing priorities, standards, and best practices. Recommends, develops, and implements policies and procedures pertaining to vehicle registration, to meet TxDMV and division goals, strategies, and business initiatives. Serves as an agency subject matter expert and resource in matters involving vehicle registration. Collaborates with others to develop and present recommendations for the improvement of VTR procedures and work products to the VTR Division Director and Deputy Director. Provides leadership and manages professional and technical staff in Registration Services located throughout the state; assigns, supervises, reviews, and approves the work of others. Works with employees and external groups in the development of new information technology projects and the refinement of existing information technology programs. Work requires extensive contact with elected officials, other government agencies, high-level executives, business and trade groups, and private entities. Periodically provides training and presentations to outside groups. Work requires limited travel. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
- Oversees, manages, plans, assigns, reviews, and approves the work of staff in Registration Services.
- Stays abreast of and responds to state and federal laws, rules, and pending legislation that affect division responsibilities. Reviews proposed legislation and assists in directing the implementation of legislation affecting vehicle registration activities.
- Monitors the Registration Services budget and approves purchase requests and expenditures submitted by staff members.
- Represents the department at national, state, and local conferences and workshops concerning vehicle titling. Also represents the division at department meetings, legislative hearings, trials, and seminars.
- Represents the division in interaction with elected officials, other state agencies and jurisdictions, citizens, vendors, suppliers, the media, and divisional and non-divisional staff, supervisors and employees.
- Provides assistance to county tax assessor-collectors.
- Provides presentations and training to elected officials and industry groups as requested.
- Interprets and implements administrative policies and procedures. Oversees the ongoing maintenance of the Texas Motor Vehicle Registration Manual and various specialty license plate brochures, publications, and forms.
- Implements programs and coordinates initiatives for business process improvements. Identifies areas in need of change and makes recommendations to improve operations.
- Interprets and provides guidance and instruction to staff regarding agency policies and procedures; trains, coaches and instructs division employees on new procedures.
- Oversees, plans, develops and approves schedules, priorities, and standards for achieving goals.
- Makes recommendations for effective allocation and use of resources based on review of management reports.
- Analyzes correspondence from stakeholders, including industry, the public, and law enforcement, as well as reports and other materials related to administrative areas; coordinates with appropriate personnel to initiate proper action and response.
- Responsible for proper administration and disposition of division records.
- Assists in the development of new information technology projects and the refinement of existing information technology programs to ensure information technology systems and related technical support meet the division's needs.
- Accomplishes special projects.
- Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
- Will travel 25% of the time by plane and/or car.
- May include overnight travel.
- May require working extended hours and some evenings and weekends, as needed.
- Performs other job-related duties as assigned.
MINIMUM REQUIREMENTS
Education
- Bachelor’s degree from an accredited college or university or the U.S. equivalency thereof
Experience
- Six (6) years’ experience in motor vehicle program activities, including vehicle titles and registration programs, compliance or regulatory programs, and/or related field
- Four (4) years managerial/supervisory experience.
- Additional work experience may substitute for the bachelor’s degree on a year for year basis.
Preferred
- Six years of demonstrated management/supervisory experience.
- Experience working with external partners, stakeholders, and government officials.
- Experience working on special projects and assignments.
- Knowledge, understanding, and/or experience working on a cross-functional team.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
