Multifamily Bonds Division
GENERAL DESCRIPTION:
Performs highly complex (senior level) consultative and technical assistance work. Work involves the planning, development and implementation of multifamily affordable housing funding sources to ensure the provision of affordable housing developments in accordance with federal, state and department rules. Work involves providing technical assistance to program staff, governmental agencies, community organizations or the general public. Works closely with other Department staff as appropriate and serves as the lead staff regarding Multifamily Bond matters. Will report to the Director of Multifamily Bonds with limited latitude for the use of initiative and independent judgement. Will primarily work on the Department’s Private Activity Bond Program with any other time designated to the 4% Housing Tax Credit Program at the Director’s request.
SPECIFIC JOB RESPONSIBILITIES:
- Performs work related to the Housing Tax Credit Program and Private Activity Bond Program that includes performing and/or assisting with reviews of applications, finalizing award recommendations, generation and/or review of post-award documents and documents associated with bond closings.
- Works with the Department’s bond counsel, financial advisor and disclosure counsel, as appropriate, relating to the Department’s multifamily bond transactions, including finalization of the required bond documents and debt service schedules.
- Prepares application packages and reports for submission to the Texas Bond Review Board.
- Ensures compliance with program requirements, policies and procedures, statutes, rules and regulations associated with the Housing Tax Credit Program and Private Activity Bond Programs.
- Acts as a liaison with internal divisions, other agencies and the general public to explain and provide technical assistance on program requirements.
- Assists with the analysis of legislation to develop recommendations for policy and programmatic issues relating to its implementation and/or improvement relative to the program.
- Prepares annual updates to the Multifamily Housing Revenue Bond Rules and pre-application materials.
- Prepares in-depth administrative reports, Board report items and/or specialized research projects.
- Participates in program planning, development and implementation of multifamily funding allocations and develops plans improve or initiate programs or to address areas of concern.
- Prepares letters relating to HB 1295 and coordinates obtaining the required Certificates from the appropriate parties on each transaction.
- Reviews ownership transfer packages relating to previously funded multifamily bond transactions, coordinates the review with the Department’s bond counsel and reviews approval letters drafted by Asset Management to ensure bond requirements relating to the ownership transfer are met.
- Schedules and conducts public hearings as needed and coordinates all documents relating thereto with the appropriate parties, both internal and external.
- Knowledge and familiarity in the basics of the Housing Tax Credit Program and Private Activity Bond Program.
- Knowledge and familiarity with Section 42 of the Internal Revenue Code and Chapters 1372 and 2306 of the Texas Government Code.
- Performs related work and activities as assigned. Some travel required – 10%
EDUCATION/EXPERIENCE:
- Graduation from an accredited four-year college or university with major course work in business or public administration, economics, urban or regional planning, or a field relevant to the position.
- Experience in planning or the affordable housing industry is preferred.
- Experience in analyzing state and/or federal laws, regulations and statutes.
- Experience with the low income housing tax credit program or federal multifamily loan programs desired but not required.
- Experience and education may be substituted for one another.
KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of government organization, practices of public administration and planning methods. Reviews, analyzes and evaluates impact of legislation, regulations and policy related to the development of affordable housing, housing tax credits and private activity bonds occurring at the national and state level and make appropriate recommendations to Department activities.
- Ability to gather, assemble, correlate and analyze facts; to devise solutions to problems; to develop and evaluate policies and procedures; to prepare reports; to market program(s).
- Ability to communicate effectively in both written and verbal form.
- Ability to analyze complex financial or statistical information.
- Ability to evaluate research data and communicate analysis and policy initiatives effectively
PHYSICAL REQUIREMENTS:
- This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
- In-office presence is required, with some flexibility for remote work.
- The employee must be able to lift and/or carry up to 10 pounds. Must be able to push and/or pull up to 10 lbs.
OTHER:
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
