Job Description:
The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) department seeks a highly qualified candidate to fill the position of Contract Specialist III. MCS is driven by its mission to deliver quality, cost-effective services to Texans. This position makes a significant contribution to MCS’s mission by performing highly complex (senior-level) contract enrollment, contract administration, contract management and technical assistance work for the of Contract Administration and Provider Monitoring (CAPM), Wavier Program Enrollment (WPE). These duties include developing and evaluating a broad range of contract enrollment, contract administration, and contract management activities. Must be able to work in a fast-paced environment, under constant pressure to meet required deadlines, standards, and thresholds.

Contract Specialist III will work as part of a team under the direction of the Team Leads and Manager within CAPM
The Contract Specialist III performs highly complex (senior-level) contract enrollment and administration for CAPM. Responsibilities include acting as contract manager and enrollment specialist for Medicaid waiver program contracts, developing and evaluating a broad range of contract enrollment and administration activities; identifying the need for and assisting with the development and delivery of training; performing quality assurance activities regarding the processing of contract enrollments and issuance of contracts; ensuring applicants and contractors are in compliance with federal/state requirements; interpreting program policies, procedures, state and federal regulations on a complex level for applicants, contractors, and stakeholders; providing basic technical assistance to contractors; completing special assignments as required; drafting correspondence/reports on a complex level according to designated policies, procedures, state and federal laws and regulations; maintaining automated databases and tracking systems as required; assisting with development and revision of internal contract administration policies and procedures. May train others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment..
Essential Job Functions:
Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF 1 (40%): Acts as contract manager for Medicaid waiver program contracts. Serves as point of contact for applicants and contractors. Performs quality assurance activities, enrolling and updating contracts including processing new contract applications, adding contracts or making contract updates, and processing contract terminations. Prepares routine and special correspondence/reports according to designated procedures.
EJF 2 (30%): Maintains automated databases and tracking systems to plan, track and complete required contract activities.
EJF 3 (20%): Represents CCPM in committees, workgroups and meetings to address significant issues related to development of policies and rules for contract administration.
EJF 4 (10%): Performs other duties as assigned.
Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) certification must be obtained within one (1) year of employment, if not already certified, unless otherwise approved by Supervisor.
Knowledge Skills Abilities:
Knowledge of contracts, social services, or Medicaid waiver programs. Knowledge of applicable rules, regulations, and policies. Knowledge of the contract enrollment and administration process. Skill using computers and database tracking systems. Skill providing customer service involving high volume phone calls and emails. Ability to manage special projects with limited supervision. Ability to train and direct the work of others. Ability to communicate effectively both orally and in writing. Ability to gather, assemble, correlate, and analyze facts. Ability to develop and write concise reports and explain data. Ability to devise solutions to problems. Ability to develop and evaluate policies and procedures. Ability to evaluate contracts and recommend future status; and to interpret policies, procedures, and regulations.
Initial Screening Criteria:
Graduation from an accredited four-year college or university with a bachelor's degree is preferred. At least one year of contract administration/management experience that may include developing, evaluating or monitoring. Experience and education may be substituted for one another.
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
