Job Description:
Performs highly complex (senior-level) grant and contract management work managing Family Support Services (FSS) contracts. Work involves coordinating, developing, negotiating, monitoring and evaluating a broad range of FSS service and administrative contracts, including ensuring fiscal accountability and taking any necessary contract action. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment regarding daily FSS contract management decisions. This position interacts routinely with other divisions and agency staff, service providers, and community groups, internal and external stakeholders.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
FSS division offers up to 4 days telework to its division members, in accordance with agency and division telework policy. This position’s ability to telework will be determined by FSS leadership and agency and division telework policies. Staff performance is monitored to ensure appropriate use of work hours and agency assets. The position will be required to report to the office, as directed, to fulfill essential job functions.
Essential Job Functions:
1) Manages and/or coordinates complex grants and contracts providing a broad range of services, and monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies and recommends cancellation of contracts when deviations occur. Monitors and tracks federal and state requirements pertaining to FSS contracting and fiscal monitoring.
2) Administers the funding process and monitors weekly financial data related to contract billing and purchase performance. Evaluates expenditure data and makes projections to ensure appropriate use of funds and maximization of prevention dollars. Ongoing contract expenditure monitoring will demonstrate use of funds to maximize all appropriated and federally granted dollars to ensure families and communities receive optimal prevention services and to minimize the potential for any lapsed dollars. Prepares financial data dashboards and other financial documents for leadership.
3) Provides guidance to internal and external stakeholders regarding contract financial administration, policies, procedures, and FSS administration.
4) Recommend budget allocations and fiscal system information for Federal Funding applications and subsequent monitoring according to the Federal Funding grant requirements and make any changes necessary.
5) Assists in the execution of contracts, contract renewals, and amendments by reviewing contract funding documents and obtaining pre-approval and final approval from grantees and contractors. Makes recommendations to change solicitation, contract boilerplate, and other contract-related documents. Reviews and provides input for FSS grant or contract changes.
Knowledge Skills Abilities:
Knowledge of state procurement and contract management requirements, regulations, and best practices; negotiating contracts; developing contracts; business administration and accounting principles and practices; and policies and procedures of contract management.
Skill in the use of a computer and applicable software.
Ability to evaluate contracts and recommend future status; to interpret policies, procedures, and regulations; to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements; to write and edit contract requirements and specifications; to negotiate features of a contract; and to communicate effectively.
Ability to oversee and/or supervise the work of others.
Registration or Licensure Requirements:
CTCM (Certified Texas Contract Manager) required within one year of employment.
Initial Selection Criteria:
Graduation from an accredited four-year college or university in accounting, finance or related field.
