Brief Job Description:
The Associate Director of Data Services performs advanced (senior level) managerial work and reports to the Decision Support Services (DSS) Director of Data Services. The Associate Director of Data Services provides management and oversight of reporting work related to Substance Use and Mental Health programs within Behavioral Health Services (BHS). Works under the general direction of the DSS Data Services Director with extensive latitude for the use of initiative and independent judgment.
The Associate Director establishes the team's goals and objectives in conjunction with developing guidelines, procedures, and standards to ensure an effective, efficient, and accountable system for the Data Services team. Work involves overseeing and setting priorities related to ad-hoc and static reports development. Responsible for inquiries from external and internal stakeholders and must use judgment in the level and degree of information disseminated, while maintaining the confidentiality of individual providers or other units. Assesses and analyzes reporting needs to ensure reports material and information are appropriate for targeted customers.
The Associate Director oversees, trains, evaluates, and manages highly specialized Data Services staff who are the subject matter experts (SME) for BHS in relation to data analysis and performance measures. The Associate Director oversees functions that include consulting, advising, and collaborating with BHS staff and executive leadership on reporting, performance measures and program evaluation, including legislative responses on exceptional items and bill analyses of legislation proposed by the Texas Legislature.

Essential Job Functions (EJFs):
EFJ1. Associate Director manages data and program specialist staff members. Plans, assigns, and sets priorities with work assignments and legislative driven efforts. Ensures development of ad-hoc and statics data reports in timely manner. Ensures policy and procedures are adhered to by staff, in addition to peer review and quality of work product. Establishes team's goals and objectives in conjunction with developing guidelines, procedures, and standards to ensure an effective, efficient, and accountable delivery system for the Data Services team. Serves as subject matter expert for developing and integrating new methods and procedures in the system. Ensures use of the correct tools (SAS, Tableau, Business Objects, Oracle), data warehouses and systems to assist program staff and senior leadership with mental health and substance abuse data analysis products. 30%
EJF2. Reviews and oversees the complex analysis and interpretation of data to ensure the integrity of all division and agency information within BHS. Assesses and analyzes data needs by taking feedback from stakeholders and soliciting feedback from the program staff to reports and information are appropriate for both internal and external customers which may include BHS staff and executive leadership, external stakeholders, and the Texas Legislature. Makes recommendations to internal stakeholders, program staff and upper management including the Director regarding data related improvements and delivery modes. 20%
EJF3. Manages and trains Data Services Team Staff on SAS and other analytical tools to support ad-hoc and routine data requests for BHS. Reviews data for inconsistencies or anomalies that impact analytical results. Trains staff and other members of the team how to organize findings and read data collected through multiple sources. Generates and reviews documentation on reporting impacts of database changes or refinements. 20%
EJF4. Manages back-end data queries and transformation processes in support of Tableau dashboard development. Interprets new and changing business requirements to determine the impact of enhancements or database changes to support the new program requirements. Provides oversight for analytical and data-driven decision-making support for key projects. Supports reporting and performance monitoring for different stakeholders using data drawn from diverse sources. 20%
EJF5. Supervises the work of Data Services team members. Performs related work as assigned. 10%

Initial Screening Criteria:
Two (2) or more years' experience with behavioral health data analysis and reporting; Experience with data analysis tools and large databases (SAS, Tableau, Oracle); Experience collaborating with IT organizations on data warehouses, data services or performance management projects. Experience organizing and managing large processes for project teams, committees, or workgroups.
