General Description: Serves as member of the Veterans Education Department. Will provide consultative services and technical assistance to internal staff, civic, community, military, federal, state and local agencies, and stakeholders. Will connect veterans and their families to local, state, and national resources. Will assist with development, coordination, and implementation of department strategies to conduct outreach activities to colleges, universities, vocational career schools, training facilities, and employers regarding the use of state and federal veteran education benefits. Will develop and maintain effective relationships with school, training, and employer representatives; veterans service organizations; and stakeholders. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Duties and Responsibilities:

  • Serves as department point-of-contact for coordinating, conducting, supporting, and monitoring outreach events and activities.
  • Collaborates with leadership to develop and implement Veterans Education Outreach Plan.
  • Coordinates with department staff for representation at and support of department and agency outreach events and activities.
  • Assists with department and TVC staff to coordinate outreach efforts with local workforce development boards, employers and training facilities.
  • Supports outreach activities to create awareness and knowledge of federal and state veterans' education benefits with local, state, and national veterans’ groups and education service officers at military installation offices in Texas.
  • Conducts training for certifying officials regarding the eligibility for and use of the Hazlewood tuition exemption and reporting requirements of the Hazlewood tuition exemption.
  • Conducts training and provides outreach materials to institutions of higher education.
  • Develops and maintains relationships with offices of the registrar, financial aid, and veterans’ resource centers for institutions of higher education.
  • Supports programs to assist student veterans.
  • Prepares and maintains reporting on outreach activities and outcomes.
  • Reviews training, outreach materials, and programmatic policies and recommends improvements.
  • Promotes outreach events and activities for the TVC.
  • Responsible for developing and maintaining relationships with all stakeholders.
  • Provides assistance in answering customer inquiries as received via email and telephone.
  • Represent the department and/or TVC at meetings, workshops, conferences, or seminars related to veteran education benefits.
  • Performs other related duties as assigned.

Qualifications

Minimum Education:
Bachelor’s Degree from an accredited college or university. College Transcripts are required, it is preferred they be attached to the application.

Minimum Experience: One (1) year of related experience in a higher education (post-secondary), state or federal government, or training environment.

Additional Requirements:

  • A valid Texas Driver’s License must be provided within 90 days of hire.
  • Work hours other than 8 – 5 will be occasionally required.
  • Occasional weekend or evening hours will be required.
  • Occasional overnight travel will be required.

Preferred Experience and Qualification:

  • Master’s Degree from an accredited university.
  • Skill and experience in admissions, financial aid, registration, or similar student support services within the higher education/post-secondary environment.
  • Skill and experience with federal or Texas veterans’ education programs and benefits.
  • Skill and proficiency in using Microsoft Word, Excel, and Power Point.
  • Honorably discharged veteran.
  • Fluent in conversational Spanish

Knowledge, Skills and Abilities:
  • Knowledge of the Hazlewood Act and GI Bill®.
  • Knowledge of TVC programs and services available to veterans and their families.
  • Skill and experience in providing customer service to internal and external stakeholders.
  • Skill in operating a personal computer with word processing, spreadsheet, and database applications.
  • Ability to apply laws, rules, policies, procedures, and regulations applicable to federal and state veterans’ education benefits.
  • Ability to communicate effectively and to communicate complex ideas succinctly and clearly, both orally and in writing.
  • Ability to work efficiently and independently to meet various deadlines.
  • Ability to establish and maintain effective networking and public contact relationships.
  • Ability to gather, assemble, correlate, and analyze facts using a computerized database.
  • Ability to work effectively with diverse individuals, groups, and stakeholders.
  • Ability to function as a team member & work effectively with team leaders & co-workers in a dynamic and multi-tasking environment.
  • Ability to use appropriate grammar, spelling, punctuation, mechanics, and editing skills in correspondence and communications.

Environmental & Physical Conditions:
Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer.
