We currently have an opening in our Germantown, MD office for a Business Development Director. This position designs, leads and implements the strategic business capture plan for the DoD, IC, DHS, DOJ, DOS and International business initiatives under Thales Defense and Security, Inc. (TDSI). This position reports to the Vice President of the DRT business line out of our Germantown, MD location.
Responsibilities:
  • Lead and manage the performance of the Business Development team.
  • Develop, qualify, and lead capture and pursuits of large government tactical SIGINT/EW programs ($10M ).
  • Proactively interfaces with customers and partners to identify, qualify and capture new business opportunities.
  • Identifies, evaluates and pursues partnerships and alliances leading to new business.
  • Leads market analysis, monitors competitive intelligence and identifies customer needs within their respective business area.
  • Generate capture plans for strategically or financially significant opportunities.
  • Direct the updates to and review the opportunity forecast for their respective business areas on a regular basis.
  • Leads in the preparation of internal pursuit reviews and external proposals to include competitive assessments, customer hot buttons and win themes, price-to-win strategies, etc.
  • Market analysis, development of the marketing communications strategy.
  • Oversees Tradeshows/customer visit coordination and execution.
  • Interface with DOD program offices and/or Military Operations leadership to understand, shape and influence future requirements.
  • Lead multi-discipline teams in the pursuit of new business opportunities.
  • Will lead the Field Operations and Customer Service organization at DRT.
  • Effect market penetration and growth with minimal supervision.
  • By example, set the standards that embody the TDSI Core Value & Thales Leadership Model.
  • Maintain a high ethical standard of practice, including compliance with all company policies, procedures, practices and guidelines.

Supervisory Responsibilities
This position carries out supervisory responsibilities in accordance with the organization's operating policies and applicable laws. Responsibilities include interviewing, hiring, training and developing employees; planning, assigning and directing work; performance appraisals, rewarding and providing for employee discipline when required; addressing complaints and resolving problems. Active mentoring and development of staff is critical element of the supervisory responsibilities.
Qualifications:

  • Citizenship Required. Ability to obtain and maintain US Top Secret Security Clearance upon hire.
  • Bachelor’s degree in engineering, business or equivalent field.
  • The Director will have experience and knowledge in SIGINT, EW, ELINT and COMINT systems.
  • 15 years of experience in each of the following areas: Business Development, , SIGINT, EW, ELINT and COMINT; Management and Strategy; and operational management.
  • The successful candidate will have at least 5 years military or IC operational experience.
  • Demonstrated ability to successfully lead complex inter-discipline proposals and captures of over $10M.
  • Develop and communicate tactical, 1 to 2 year, and strategic, 5-10 year, product roadmaps with market data and investment.
  • In depth knowledge of DoD, IC, DHS, DOJ, and DOS and market spaces required, additional experience with International Markets desired, along with the ability to provide in-depth competetive analysis.
  • Ability to lead team members and work in a team environment interacting with employees in all departments and functions that use the product roadmaps to achieve company revenue goals.
  • Ability to foster team work across different functional areas and with other DRT and Thales entities.
  • Effective oral and written communication skills and the ability to manage multiple projects.
  • Excellent organizational skills and work ethic.
  • Computer proficiency with Microsoft products and sales tracking systems required.
  • Must be able to travel up to 50% of the time.

The annualized pay range for this role is $200,000 - $250,000 USD along with a target incentive compensation plan (ICP) of 15%. The pay range provided is a good faith estimate representative of the experience level for the role described above. TDSI considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
