Responsibilities
The Community Reinvestment Act (CRA) Officer is responsible for developing a Community Development Strategy and related Programs designed to address community development needs and market conditions and comply with the Community Reinvestment Act (CRA). The incumbent provides advice, guidance and technical assistance to first and second line of defense management and the board.
- Coordinates, tracks and oversees Community Development activities as ANBTX strives to meet the needs of it's communities through lending, servicing, and investing
- Develops and Chairs a Community Development Leadership Council for community outreach activities and community service events
- Provides management support and guidance on programs and opportunities for community development projects with external stakeholder such as community development and local advocacy organizations
- Manages all aspects of CRA compliance, including development and maintenance of CRA Public File, annual CRA Self-Assessment, and qualification of community development loans, servicing and investments
- Supports the ongoing maintenance and perform oversight of the Bank's CRA and HMDA Compliance Policies, Programs and Procedures
- Provides guidance and support with technical aspects of CRA and HMDA regulations including data collection, preparation and submission of an accurate CRA and HMDA LAR
- Provides CRA training to employees, management and the Board
- Reports the status of the Banks CRA, HMDA and Fair Lending performance and compliance to management and the Board
- Maintains an advanced level of expertise and knowledge of the requirement of various laws, regulations and rulings governing CRA, HMDA and Fair Lending activities
Qualifications
- High School diploma or GED; night trade extension, or correspondence school specialized training, equal to two years of college
- Preferred: Bachelor's degree
- 8-10 years of related experience and/or training, and 12 -18 months related management experience
- Office is located in Terrell, TX ( 30 miles east of Dallas)
Skills:
- Experience in conducting analysis on large sets of data and documenting and presenting the results
- Ability to handle sensitive issues professionally and discreetly.
- Ability to work strategically across multiple lines of business to create practical compliance solutions
- Advanced knowledge of Microsoft Excel and MS Word; basic keyboarding and calculator skills; must be able to do simple math and carry out written instructions
- Work occasionally requires more than 40 hours per week to perform the essential functions of the position
- Must be able to travel regularly from location to location
- Lifting in an office setting may be requires up to 30 lbs.
