Summary
Reporting to the Chief Finance & Administrative Officer, the Finance Director is responsible for planning, directing, and controlling the agency’s financial functions, including payroll management and employee benefits administration. The Finance Director is also responsible for handling administrative issues, is the point of contact for the Human Resources Consultant, in conjunction the with President/CEO and Executive Management Team has oversight of employee issues involving decision-making regarding the Operation as stated in the agency Operations and HR Manual for positive impact to the agency.
Responsibilities
Accounting/Budget
Provides overall leadership for managing financial resources, tracking, and monitoring financial expenditures, and ensuring that financial spending is in line with agency budgets. In conjunction with the President/CEO and management team, will be responsible for implementing short- and long-term strategies for managing and improving the overall financial health and systems of the agency.
- Prepares and presents financial reports to President/CEO, Finance Committee and Board of Directors including an analysis of line items, cash flow updates and forecasts.
- Develops grant budgets for funding applications and renewal contracts. Prepares monthly, quarterly, or semi-annual financial reports for grant funders according to contract terms. Ensures financial compliance with funding contracts.
- Prepares annual budget, with input and assistance from staff, management team and Board committees ensuring adequate funding for program and administrative functions.
- Oversees financial and accounting system controls and standards: review and maintain a strong system of internal controls to ensure the accurate reporting of transactions as well as the safeguarding of assets.
- Manage and forecast the immediate and longer-term cash needs of the agency.
- Works with Development Office, Programs, and other management staff to ensure adequate funding for program and administrative functions.
- Works with Chief Operating Officer to ensure adherence to agency budget and operating procedures regarding purchasing, including bidding of vendor contracts for supplies, expenses and maintenance service and supplies.
- Provides financial analyses and projections as requested.
- Works with Program staff and Development department to ensure all grant funds for programs are spent in accordance with contract terms and requirements.
- Updates and maintains agency Financial Policies and Procedures Manual.
- Coordinates audit and tax functions: ensure proper preparation for annual financial audit and ensure all necessary IRS, state and local tax filings are up to date.
- Collaborates with the Development department to produce cost analysis of programs and events to be used for reporting and fundraising purposes.
- Oversees procurement of commercial insurance, including selection of broker and competitive bidding of contracts. Works with COO in managing general liability and workers comp insurances.
Administration of the Family Justice Center
- Works with the CEO/President on resolving of all personnel, grants issues, partner issues and all functions of the Family Justice Center including financial and fiduciary issues.
- Works with COO and Sr. Management on Communications of the Justice Center including weekly/monthly meetings to assure positive results.
- Work with the COO on quarterly maintenance needs and all issues involving the Main facility, suburban satellite offices, Safe House, and Transitional House.
- Work with the CEO/President on short- and long-range planning to keep up with growth and needs of the communities being served.
- Work with Grants Manager on reporting applications, budgets and fully reaching budgetary goals.
- Work with Community Outreach, Events, Sustainability Committee, and varied responsibilities of Financial Development with CEO.
Payroll and Benefits Administration
- Oversees payroll administration.
- Oversees administration of employee benefits plans: retirement plan, group health insurance plans, and Paid Time Off (PTO) plan.
- Provides salary and benefits information to Human Resources Consultant upon request.
Unit Management
- Provides leadership, guidance and support to staff including supervision, employee performance evaluations and professional development plans to direct reports.
- Oversees training of staff, interns, and volunteers.
Agency
- Attends all agency and management meetings as required.
- Special projects as assigned.
Qualifications
Required
- Bachelor’s degree in accounting, finance, business administration or related field and five years accounting/finance experience including budgeting, financial analysis, and forecasting. Two years of experience in a not-for-profit environment, including grant reporting preferred. CPA preferred.
