JOB DESCRIPTION
GENERAL STATEMENT OF DUTIES: Provides information to the general public, citizen groups, planning commission, and other political subdivisions concerning the interpretation and application of planning laws and regulations. Assists with the preparation and update of research reports, plans, maps and charts related to short- and long-range comprehensive planning and community development. Assists in preparation and implementation of grants, impact studies, and ordinances related to the City’s planning function.
SUPERVISION RECEIVED: Works under the direction of the Community Development Administrator who assigns and oversees projects and procedures. Work programs may be carried out with guidance by the Planner II as authorized by the Community Development Administrator.
SUPERVISION EXERCISED: Supervision of other employees is not a responsibility of an employee in this class.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties as assigned. However, these examples do not include all the specific tasks which an employee may be expected to perform.
- Interact with and provide information to developers and the public and others regarding development regulations specific to proposed projects as well as general and technical information pertaining to city and state planning laws.
- Coordinate and interact with other city departments to ensure compliance with the Municipal Code related to land use development.
- Prepare administrative land use permits with detailed reports explaining and incorporating compliance analysis with the Zoning Code and Comprehensive Plan.
- Prepare and present staff reports and discretionary permit proposals to the Planning Commission.
- Complete land use permit processing steps and requirements consistent with the Zoning Code.
- Assist in the development of planning studies and reports in support of new and updated plans, programs and regulations with collection and analysis of statistical and other data.
- Assist in resolving citizen and customer issues.
- Conduct field evaluations, assessments and land use permitting related inspections.
- Represents the City at day and evening meetings of various groups and may speak on behalf of the City’s planning function.
- Organize and facilitate with other city staff ongoing public participation in planning matters.
- Assist with the administration of the Urban Renewal Building Improvement program.
- Assist with the preparation of long-range planning projects and special projects and administration of planning division related requirements such as but not limited to code amendments, special studies, grant administration, business license reviews and others).
DESIRABLE QUALIFICATIONS FOR EMPLOYMENT
KNOWLEDGE, SKILL, AND ABILITY: Working knowledge of the methods and techniques of short- and long-range planning. Working knowledge of Oregon land use laws and legal procedures in connection with City planning and zoning. Familiarity with the implementation of zoning ordinances. Working knowledge of techniques and procedures employed in the collection and presentation of data and statistical information. Ability to use drafting and drawing equipment to prepare maps, graphs, and charts. Ability to maintain harmonious working relationships with governmental officials, the general public and department personnel. Demonstrated proficiency in the use of computers and common software.
EXPERIENCE AND TRAINING: Graduation from a four-year college or university with major course work in planning, engineering, or any equivalent combination of education and work experience.
ESSENTIAL FUNCTIONS: Considerable knowledge of planning principles; and demonstrated experience with Microsoft Office. Must have the ability to communicate effectively both orally and in writing. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and others you come in contact with.
TOOLS AND EQUIPMENT USED: Personal computer, including word processing; motor vehicle; calculator; phone; copy and fax machine; tape measure.
PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Some outdoor work is required in the inspection of various land use developments and construction sites. Hand- eye coordination is necessary to operate computers and various pieces of office equipment.
While performing the duties of this job, the employee is frequently required to talk or hear; sit; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to stand or walk. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
