OVERVIEW

The Houston Public Works Department (HPW) is the largest and most diverse public works organization in the country. The department is responsible for streets, drainage, producing and distributing water, collecting and treating wastewater, and permitting and regulating construction. DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS

The Executive Staff Analyst will serve in a senior staff capacity, providing professional analytical, administrative, and management systems support to the Director of Houston Public Works.

The Executive Staff Analyst will be responsible for the following :

Manages and coordinates the Director’s complex schedule and calendar.

Investigates and makes recommendations for addressing issues of high complexity.

Assigns management responsibilities frequently for certain functions, units, or programs.

Compiles data, produces information and interprets results through conclusion or recommendation formulation.

Develop reports, special documents, or publications as needed.

Completes special projects as needed, working on a wide variety of financial, administrative, professional, management, and community issues and problems of high complexity.

Represents supervisor at meetings and functions to gather information and articulate opinions and recommendations of the department.

Handles highly confidential information.

Prepares, edits, and revises departmental policy and procedure manuals.

Responds to correspondence, requests for information, etc. as needed by the supervisor.

Participates in the development of management and administrative policies, procedures, and master plans with both short and long-term objectives.

Analyzes and reviews management practices and procedures and develops recommendations for improvement.

Negotiates solutions for problems of a high complexity as needed.

Interprets administrative policies and oversees communication with departmental personnel regarding these policies.

Participates in evaluation and design of workflow, processes, various operations systems, etc.

Develops technological solutions and systems for continuous improvement

WORKING CONDITIONS

A portion of these duties will involve the ability to be detailed, speak and write effectively; otherwise, regular office atmosphere with occasional periods of stooping, bending, and lifting up 20 pounds.

This is a Houston Public Works Emergency Management position at the Tier 1 Level

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS

Seven years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

LICENSE REQUIREMENTS

Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).

PREFERENCES

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
