Job Description : POSITION OBJECTIVES
This position as a professional planner involves all phases of community planning, intergovernmental coordination, land development administration, and other activities that involves the Community Development Department. Professional work that requires the employee to initiate, manage and successfully complete planning projects as defined herein and by the City of Port Orange Comprehensive Plan and Vision Statement. The position will require the Principal Planner to act independently in carrying out specific tasks, while at the same time being able to participate in or coordinate team-oriented project.
ESSENTIAL FUNCTIONS
- Reviews application and prepares various technical reports for amendments to the Comprehensive Plan, Land Development Code and Code of Ordinances, annexations, variance requests, conventional and PUD / PCD rezoning, special exceptions, conditional uses, changes of use, and prepares state required public hearing ads associated with these cases.
- Prepares City-initiated rezonings, updates and amendments to the Land Development Code, Code of Ordinances, and the Comprehensive Plan, as directed by the Planning Manager, and as required by Florida Statutes.
- Reviews site plans, subdivisions, minor subdivisions, and proposed structures for compliance with the City's Land Development Code.
- Reviews impacts of proposed developments for compliance with local and state concurrency management requirements.
- Reviews and assists with the drafting of various legal documents, such as Master Development Agreements, and Interlocal Planning Agreements.
- Provides staff support to the Planning Commission, City Advisory Boards, and City Council on any matter reasonably related to the duties and responsibilities described herein.
- Reviews architectural design of buildings as part of site plan and building permit review.
- Reviews documents such as permit applications for signs, fences, tenant build-outs, tree and vegetation clearing permits, license agreements, and similar types of structures, and requests for certificates of architectural appropriateness, as directed by the Planning and Development Manager.
- Prepares graphic presentations, maps, and other visual displays as directed by the Planning and Development Manager.
- Serves as liaison between the Planning Division and GIS with respect to the entry of file data and other information in to the City's database.
- Participates in Final Inspections for development, in conjunction with City staff members from other departments and divisions.
- Participates in Use Permit Inspections for new businesses, in conjunction with City staff members from other departments and divisions.
- Provides general assistance to the public, including but not limited to zoning and setback inquiries, requests for zoning certifications, zoning approvals of liquor licenses, occupational licenses, and Assisted Living Facilities, and the production of various maps and documents requested by the public.
- Assigns addresses to newly subdivided properties, in coordination with GIS.
- Provides technical advice, expertise and assistance to other City Departments, the City Council, and the City Advisory Boards on matters reasonably related to the responsibilities of this position.
- Provides technical assistance to employees charged with administration of the City's Residential Code Enforcement and Commercial Property Maintenance Programs.
- Assists the City in times of emergency, as may be directed by the City Manager, Director of Community Development, Planning & Development Manager, and / or Incident Commander.
- Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
This position is part of the City's Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation.
