Basic Qualifications
Education/Training: A B.S. or B.A. degree in related field normally required; specialized human resource management education and training.
Skill(s): Clearly communicates in English; excellent verbal and written communication as well as mathematics skills including active listening skill; excellent interpersonal relations; thorough knowledge of laws, regulations, and practices affecting the human resource management function; demonstrated management and supervisory skills; excellent PC skills including the Microsoft Office Suite; proficiency with or the ability to quickly learn the human resource information systems and databases; visual and auditory skills; valid driver's license, as well as proof of auto insurance.
Experience: A minimum of five (5) years' related experience normally required.
General Responsibilities
Responsible for managing the Human Resource Department, in order to maintain an equitable employment exchange; developing, implementing, and achieving annual goals and objectives as established in the Bank’s overall strategic plan; planning and coordinating the workforce to best use employees’ talents; overseeing recruitment, interview, selection, and hiring process; serving as a consultant to advise other managers on human resources issues, such as equal employment opportunity, harassment, etc.; working closely with the human resource department and other departments to mitigate legal risks and foster a compliant and equitable workplace; ensuring the department's compliance with various operating policies and procedures and various regulatory requirements; leading and managing human resources team; communicating and interfacing with other departments and management personnel; providing periodic management reports.
Essential Duties
- Manages the Human Resource Department in order to maintain an equitable employment exchange by performing various duties of which the following are illustrative:
a. Manages the Bank's employment (HRIS) system which includes recruiting, screening, interviewing, selection, and orientation.
b. Manages the Bank's compensation system which includes coordinating the job evaluation program, writing, and maintaining job descriptions, maintaining current job classifications and wage/salary ranges, and monitoring the internal equity and external competitiveness of bank wages/salaries.
c. Administers and monitors the Bank's compliance activities relating to laws, acts, or orders affecting the human resource management function. Promotes and executes fair and equitable employment practices.
d. Ensures proper documentation of all matters relating to the human resource management function; maintains all employee files.
e. Coordinates the Bank's performance appraisal system which includes assisting managers and supervisors in establishing measurable performance standards for each job, maintaining forms, and assisting senior management in determining the relationship between the system and merit wage/salary increases.
f. Administers the Bank's personnel policies and makes provisions for and actively participates in the communication of same; assists employees with any problems or questions that may arise.
g. Manages and administers the Bank’s employee benefit programs by serving as liaison between the Bank and insurance carriers and maintaining written records of benefit programs; ensures compliance with ERISA and other related regulations while developing and communicating employee benefits.
h. Oversees the Bank's training programs; ensures that ongoing training opportunities are available for all employees.
i. Maintains an active awareness of employee morale and attitudes of employee groups toward the Bank. Provides counsel on employee relation issues.
2. Develops, implements, and achieves annual goals and objectives as established in the Bank’s overall strategic plan as follows:
a. Consults with management regarding strategic planning and talent management to identify ways to maximize the value of the employees and ensure they are used efficiently
b. Assesses workforce and recommends changes to meet organizational goals
c. Allocates department resources, e.g., human, financial, etc., toward tasks required to achieve goals and objectives.
d. Directs, through appropriate management and supervisory personnel, day-to-day activities in support of the departmental objectives.
e Develops resources, as appropriate, to improve efficiency and productivity with the department and bank wide.
f. Assists in the development of the annual budget and adheres to budget parameters.
3. Abides by the current laws and organizational policies and procedures designed and implemented to promote an environment which is free of harassment and other forms of illegal discriminatory behavior in the workplace. Mitigates human resources legal risks and fosters a compliant and equitable workplace.
4. Cooperates with, participates in, and supports the adherence to all internal policies, procedures, and practices in support of risk management and overall safety and soundness and the Bank's compliance with all regulatory requirements; ensures that the department and all personnel adhere to the same.
5. Leads and directly supervises assigned personnel as follows:
a. Directs the administrative functions of the human resource department to attract, motivate, and retain qualified employees
b. Assists in the selection of new personnel as appropriate.
c. Makes provisions for the proper orientation and training of new personnel.
d. Reviews employee performance throughout the probationary period and on an annual basis thereafter.
e. Organizes, schedules, and distributes work among assigned personnel ensuring tasks are completed accurately and on time.
f. Approves non-exempt time records.
g. Keeps personnel informed of pertinent policies and procedures affecting the department and/or their jobs; creates an atmosphere in which upward communication from employees is encouraged.
h. Administers personnel policies and procedures as established by Bank policy.
6. Communicates and interfaces with other departments and management personnel as part of the management team in order to integrate objectives and activities.
7. Provides periodic reports to the Chief Executive Officer and other groups, committees, or individuals as required; attends required meetings.
8. Actively participates in community organizations and activities in a manner which reflects favorably on the Bank.
