Job Description
The Senior Acquisition Consultant will advise and assist RDI personnel with contract development and management activities to include contract and agreement structuring and planning, maintenance, and status/reporting in accordance with FAR and DFAR to ensure our client is able to conduct its mission to enhance the competitive advantage through partnerships with the S&T Community, Research Labs, Commercial Entitles and across DoD. This individual must be familiar with both FAR Based Contracts and Technology Transfer and Transition Agreements like CRADAs, OTAs, PIAs, etc.
Duties and Responsibilities
- Manage and execute assigned contracts in IT, Cyber, Systems Engineering, and other applicable subject matter areas that support the client's programs.
- Draft acquisition and contracting documentation required to successfully compete, award, and execute multiple support contract types using the GSA MAS (Multiple Award Schedules) program, Government Acquisitions Contracts (GWACs), Multi-Agency Contracts (MACs), and other contract vehicles.
- Prepare draft acquisition documents that are legally sufficient and accurately reflect all technical and operational requirements for Government approval.

- Acquisition Policy and Regulations Updates
- Acquisition process improvements
- Assist the Head of Contracting Activity (HCA) and Command Program Managers (CPMs) with acquisition planning efforts.
- Assist with identifying, preparing, and implementing acquisition strategies and plans, drafting market research strategies, preparing market research inquiries, analyzing market research results, and preparing market research reports. Market research includes surveying industry for supplier information as well as surveying other Federal agencies for acquisition best practices.
- Conduct the following activities: a. Assist in the review and structure of the Pre-Acquisition Strategy Meeting (Pre-ASM) and Pre-Contract Strategy Meeting (Pre-CSM) briefings. b. Assist the Government in preparing acquisition strategies, policies, procedures, schedules, risk management plans, and decision papers consistent with DoD and acquisition regulations and policies to effectively manage contracts for a diverse client base. c. Assist in creating methods to implement long term and annual performance measures, in direct support of command goals and objectives.
- Assist CPMs with oversight activities to include preparing Contract Surveillance Plans and documenting oversight processes.
Qualifications
- Master's degree in relevant field with a minimum of 10 years of related experience In lieu of a Master’s degree, a Bachelor’s degree with an additional 2 years of experience in performing requirements for a total of 12 years; or HS diploma/Associate's degree with an additional 6 years of experience in performing requirements for a total of 16 years.
- Experience in Fast Acquisitions using OTA, Creative.
Preferred Qualifications
- Portfolio Management Professional (PFMP)
- DAWIA Level 2 or Certified Federal Contract Manager (CFCM)
Security Clearance Requirements
- Candidate must possess a current Top Secret/Sensitive Compartmented Information (TS//SCI) level clearance with CI polygraph.
