Requirements
Leads the technical and adminstrative review of personnel performing software development tasks, including the review of work products for correctiness, adherence to the design concept and to user standards, review or program documentation to assure Government standards/requirements are adhered to, and for progress in accordance with schedules. Coordinates with the Project Manager and/or Quality Assurance Manager to ensure problem solution and user satisfaction. Make recommendations, if needed, for approval of major systems installations. Prepares milestone status reports and deliverables/presentations on the system concept to colleagues, subordinates and end user representatives. Conducts root cause analysis for significant unplanned events.
Efforts associated with reviewing, aligning and coordinating milestone requirements and projections, including external milestones, across all programs impacting the IT portfolio. Research and evaluate program analytics and develop reports and briefs for presentation to Government leadership officials including the Assistant Secretary of the Navy and Congress.
Development of the Program Objective Memorandum (POM) for the Planning, Programming, Budgeting and Execution (PPBE)of IT portfolio. Required support includes but is not limited to performing technical reviews, cost and resource allocation analyses, mission objective reviews, and other requirements needed to integrate IT portfolio investment decisions into the POM.
Education
Bachelor’s Degree with a discipline in Computer Science, Information, Systems, Engineering, Business, or related scientific/technical discipline
Experience
Five (5) years of related experience with degree
Ten (10) years without a degree
Supervisory experience.
Preferred
American Society of Quality Certified Quality Auditor
Experience communicating with SES/Flag level personnel. Demonstrated experience with industry standard Quality Assurance Industry best practices for Information Technology Infrastructure Library, Scaled Agile Framework, Agile, testing methodologies, version ontrol systems, implementation, Root Cause analysis, and deployment activities. Demonstrated experience in continual process improvements to include CMMI or Six Sigma initiatives. Proficiency with Microsoft Office including Excel and Powerpoint
