POSITION: Intensive Crisis Stabilization Center Program Director

JOB DESCRIPTION: The Crisis Stabilization Center (ICSC) Program Director provides clinical and administrative oversight of the day-to-day operations of a dually licensed OMH and OASAS 24/7 Intensive Crisis Stabilization Center. The Program Director plans, organizes and directs the overall delivery of services and is responsible for ensuring services are provided consistent with “best practices” as well as with the all the state, federal, and local regulatory guidelines included but not limited to; and State Office of Mental Health, OASAS and Department of Health. S/he/they is expected to work in complex situations with a high degree of independence.

  • Full Time Position with excellent benefits package.
  • Monday – Friday Schedule: 9:00am-5:00pm: will require flexibility on occasion due to 24/7 programmatic needs.
  • Will be located at the ICSC location in Herkimer, NY

SPECIFIC RESPONSIBILITIES INCLUDE:

  • Provide clinical and administrative oversight to the day-to-day operations of the intensive crisis stabilization center and the multidisciplinary team.
  • Participate in the staff selection process and provides program leadership staff supervision, conducts staff performance appraisals and professional development opportunities for the ICSC staff in accordance with Agency policies and procedures.
  • Provide oversight and development to staff orientation and ongoing training process for the multidisciplinary team.
  • Provide clinical and administrative supervision to the program staff.
  • Oversee program staffing and coverage; provide backup supervisory coverage as needed.
  • Monitor and coordinate training in crisis de-escalation, trauma informed care, overdose prevention and other required trainings for staff.
  • Convene departmental meetings, case conferences and individual or group supervision to staff and interns as needed.
  • Collaborate with Psychiatric Nurse Practitioners and medical staff to ensure appropriate provision of medical services (including medication assisted treatment; MAT) and tele psychiatric services, and coordinating of medical care as needed.
  • Coordinate client care with providers, community resources (Local Law Enforcement, hospitals, schools, legal entities, etc.) and family/significant others.
  • Quality management projects including the review and tracking of data qualitative narratives related to program objectives and performance indicators.
  • Maintain quality assurance throughout the Intensive Crisis Stabilization Center system of care and provide monitoring and continuous quality improvement in all program functions through measures such as clinical case reviews and documentation audits.
  • Meet and confer with Agency administration to develop policies and procedures as well as establish input in goal setting for ICSC operation.
  • Ensure program compliance and enforce standards which include but are not limited to: HIPAA regulations and confidentiality in accordance with the New York State Office of Mental Health, OASAS and applicable Department of Health regulations in addition to all other local, state and federal governing laws and regulations.
  • Ensure timely completion of required internal and external reports and that the program is in compliance with all NYS-OMH and OASAS regulations and standards of care, as well as Agency and state initiatives.
  • Initiate and oversee program development initiatives including the development of policies, procedures, training and workflow processes.
  • Attend applicable community meetings/forums, county sub-committee meetings, and participate in program presentations on behalf of the agency.
  • Work with Information Technology staff to work with electronic health record and use of other technology tools and computer applications.
  • Maintain licensure in a relevant clinical field.
  • Performs other responsibilities as assigned to include but not limited to assisting in grant writing, developing and implementing special projects and volunteering.
  • Maintain self in a professional manner at all times and adheres to the policies and procedures of the Agency.
  • Ensure program space is maintained and offers a welcoming environment for all.
  • Maintain a valid NY State driver’s license and has viable transportation.
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

  • A licensed Clinical Social Worker (LCSW or LMSW), PhD, or PsyD, licensed by the New York State Education Department with at least four (4) years of experience in mental health/substance abuse or crisis stabilization and at least three (3) years of experience in the management and oversight of clinical based programming.
  • Possess demonstrated strong experience and knowledge of program design and development, strategic planning, and change management.
  • Possess strong verbal and written communication skills including the ability to develop and deliver presentations to a wide variety of audiences as well as demonstrated ability to communicate and interact with various levels of government, community leaders and providers.
  • Possess strong organizational and assessment skills with the ability to be flexible and work independently.
