Supervision Received: Human Resource Director works under the direct supervision of the
Executive Director
Essential Programmatic Job Responsibilities:
The Human Resource Director oversees a comprehensive range of HR functions critical to supporting the mission and operations of the organization. This role is pivotal in fostering a positive workplace culture, ensuring compliance with regulations, and empowering staff to achieve their full potential. Key responsibilities include:
- Recruitment and Retention: Lead recruitment and retention strategies to attract and maintain a talented workforce. Coordinate candidate background checks and manage onboarding processes to ensure a smooth transition for new hires.
- Employee Relations: Provide guidance to employees and management on performance management, conflict resolution, and interpretation of organizational policies. Act as a trusted advisor to foster a collaborative and supportive work environment.
- HR Administration:
- Maintain personnel files and professional development plans, ensuring compliance and up-to-date documentation.
- Prepare periodic reports on HR and personnel data for leadership and compliance purposes.
- Create, review, and update employee forms, job descriptions, policies, and procedures.
- Compensation and Benefits: Oversee employee benefits programs (e.g., health insurance, life insurance, employee assistance). Research and recommend enhancements to benefit offerings that align with employee needs and organizational goals.
- Payroll Management: In collaboration with the Finance Director, perform payroll processing, reporting, and tax compliance. This includes ensuring the accuracy of payroll data, preparing quarterly and annual tax reports, and processing year-end documentation such as W-2 forms.
- Compliance and Reporting: Ensure compliance with applicable laws, regulations, and reporting requirements, including OSHA. Maintain accurate OSHA records and reports, and stay current on relevant state and federal guidelines.
- Training and Development: Facilitate training programs and workshops to foster employee growth and development. Provide technical assistance and basic technology training to staff as needed.
- Leave Management: Administer Family Medical Leave Act (FMLA) and other leaves of absence, ensuring compliance with state and federal regulations.
- Technology and Communication Support: Liaise with IT consultants to ensure optimal system performance and provide technical support to employees. Manage the organization’s website and oversee internal communications as needed, including; setting up email accounts and adding staff to into various systems.
- Leadership and Collaboration: Serve as the Senior Management Team representative to the Board of Directors' Personnel Committee. Work collaboratively with leadership to align HR practices with organizational goals.
- Other Duties: Perform additional responsibilities as assigned by the Executive Director.
Non-Programmatic Job Responsibilities:
1. Access Administrator function for EIM/Virtual Gateway/HCSIS.
2. Data Security Coordinator role for the Nemasket Group’s Written Information Security Plan (WISP).
3. Attend leadership meetings, re-contracting and other meetings as necessary.
4. Serve on task forces, committees and boards which directly benefit the operation of the organization.
5. Participate in professional growth and development training activities; attend in-service training sessions, workshops and classes when required.
6. Work in cooperation with other employees.
Minimum Qualification Standards:
- B.A./B.S. Degree from an accredited program in HR or related field.
- A minimum of 4 years of experience in HR management and at least 2 years of experience in payroll is preferred.
- In-depth knowledge of HR laws, regulations, and best practices relevant to non-profits.
- Strong interpersonal and communication skills with the ability to support employees and leadership effectively.
- Detail-oriented and adept at managing multiple priorities in a dynamic environment.
- Proficiency with HR software and payroll systems is preferred.
- Must meet applicant background check.
