JOB SUMMARY:
The Jefferson County Department of Health is seeking a Systems Analyst – Electronic Medical Records to manage the development and integration of electronic health record systems for both medical and dental services. This role involves analyzing data processing issues, creating detailed system specifications, and ensuring software upgrades meet healthcare reporting requirements. The position requires expertise in computer hardware/software and provides recommendations to improve data collection. The incumbent will act as a project manager for system implementations, updates, and integrations, while also offering user training, system support, and performance assessments.

MINIMUM QUALIFICATIONS:
The following are job-related qualifications that are required for employment consideration for this position:
  • Experience working with scripting and/or programming languages (e.g., SQL, VB, C , Java) including data querying and importing and exporting data.
  • Experience with SQL Server databases (e.g., T-SQL to create queries, stored procedures and/or functions, design database in a test/sandbox environment, data validation).
  • Experience providing technical user support and troubleshooting in a business, financial, HR, or healthcare computer systems.
  • Experience writing reports using report generating software or enterprising reporting systems (e.g., Crystal Reports, HRIS, Financial Systems, Purchase Ordering Systems, Time Keeping Systems, etc.).

TYPICAL JOB DUTIES:
  • Analyze and monitor system hardware and software applications, databases, programs, and/or scripts in order to enhance efficiency and effectiveness.
  • Design, develop, and modify applications, programs, and/or scripts to enhance system efficiency and effectiveness.
  • Create and modify system documentation and user guides for applications by reviewing reference materials, testing system application and functionality, and assessing user’s needs to provide users with reference materials.
  • Conduct training to provide knowledge and understanding of work processes to ensure compliance with procedures and standards.
  • Serve as site administrator for electronic systems or applications by providing user support, installing updates, and managing user rights and permissions.
  • Review and monitor health records to verify data, identify erroneous reporting and ensure accuracy, and maintain record confidentiality.
  • Create, edit, and maintain clinical and financial reports. Ensure data is reportable, and can be collected, processed and extracted through electronic health record systems to fulfill reporting requirements.
  • Serve as project leader by coordinating vendors, customers, and technical staff to set up software, resolve system problems, and ensure user requirements are met.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
WORK ENVIRONMENT:
Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.
