JOB TITLE: DIRECTOR OF SHELTER SERVICES INCUMBENT:
REPORTS TO: CORPS OFFICER LOCATION:
FLSA STATUS: EXEMPT
Supervises and participates in performing the day-to-day activities necessary for the administration and operation of the Shelter; ensures that paperwork is completed and shelter rules are followed by all clients; ensures that weekly case notes are kept on each client; and to ensure compliance with The Salvation Army policies and procedures as well as local, state, and federal regulations.

Supervises staff and staff work schedules of the Shelter Program; makes sure that time cards are calculated and submitted to the payroll department in a timely manner.
Supervises and participates in the day-to-day operations of the Shelter Program; ensures all activities are conducted in compliance with established Salvation Army policies and procedures.
Represents The Salvation Army on local boards including, but not limited to, the Continuum of care.
Orients new clients to the program and prepares case records to facilitate case management; records daily statistics; collects, receipts and processes rent payments, enters related information into necessary data bases.
Oversees the implementation of programs designed to give the homeless population a next step.
Ensures that weekly case notes are kept on each client and recorded in State approved database.
Ensures clients comply with shelter rules and occupancy limits; records incidents and ensures security of facility and clients.
Counsel clients and provides assistance in locating permanent housing, in conjunction with caseworker; works together with caseworker to provide appropriate referrals to other social service agencies in the community, as needed.
Oversees the cleaning and maintenance of facilities, supplies and equipment; inspects facility on a routine basis to ensure compliance with established standards.
Supervises the selection, purchasing and preparation of food; monitors expenditures ensuring compliance with budget constraints.
Oversees the level of food and supplies inventory; prepares inventory records and ensures the accountability and security of inventory items.
Makes arrangements and schedules all pickups and deliveries of USDA, Second Harvest, and donated food items for use in mass feeding program.
Prepares and maintains required logs, records, statistical reports, etc. reflecting program activities and occupancy level.
Completes and submits required data and supporting documents for all funding sources including but not limited to United way, EFSP (FEMA), ESG, and USDA.
Seek ways to collaborate with other local agencies to provide additional related services to clientele.
Seek ways to collaborate with local churches, civic groups, schools and businesses to recruit volunteers to assist with Shelter needs.
Enters necessary data into required data bases.
Prepares all flyers, brochures, correspondence and documents and presents them to the Corps Officer, or his Designee for final approval.
Oversees the receipt and processing of fees received from Shelter clients. Oversees the planning, Scheduling, and assignment of daily chores to be carried out by clients. Performs other related work as required.

MINIMUM QUALIFICATIONS REQUIRED: EDUCATION AND EXPERIENCE:
Bachelor’s degree from an accredited college or university in Social Services or a related field preferred however,
2 year Associates Degree in Human Services and four years experience working in a human or social services environment
Or any quivalent combination of training and experience which provides the required knowledge, skills, and
abilities.
LICENSES AND CERTIFICATIONS:

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of household management techniques.
Ability to prepare and process records and statistics in an accurate and complete manner. Ability to prepare and maintain Program Budget.
Ability to supervise resident activities to ensure facility is properly maintained and secured in accordance with established policies and procedures.
MENTAL AND PHYSICAL ABILITIES:
Ability to meet attendance requirements.
Ability to read, write, and communicate the English language. Ability to perform mathematical calculations.
Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.). ·
WORKING CONDITIONS:
Work is performed in a homeless shelter environment where there may be physical discomforts associated with temperature variations, odors, violence, noise, disease, and/or dust under mildly unsafe and uncomfortable conditions.
