Serves as the Bureau Chief of the Florida Center for Health Information & Transparency (Florida Center). Directs and manages the staff within the Bureau in the planning, development, organization, and implementation of Bureau duties including the evaluation of health information systems related to data collection, and analysis and dissemination of data. The Chief has policymaking and managerial responsibilities.
Reports to the Assistant Deputy Secretary for Health Quality Assurance. Serves as a liaison between the Agency and health care physicians/providers and Florida consumers for duties and responsibilities of the Bureau and including Florida Health Finder, the Agency's Business Intelligence activities, and Medicaid related duties.
Provides leadership and direction to the Bureau. Oversees the operations associated with packaging public information and quality measures, provider adverse incident management, the Medicaid Electronic Health Record Incentive program, the state Health Information Exchange (HIE) , data collection, data analysis, data integrity and all aspects of related data and information security.
Provides leadership locally and nationally in the collection, use and dissemination of health data and works to ensure that health data collection and other activities throughout the Bureau are coordinated and responsive to the needs of public programs and health policymakers.
Oversees and coordinates the development of enhancements to the automated information systems for the Bureau and provides assistance and consultation on Division and Agency enterprise systems. Directs the development, planning, maintenance, and improvement of FloridaHealthFinder.com, the Agency's consumer health information website.
Meets with providers through professional organization meetings or statewide programs.
Participates in the Agency's activities related to policy development, legislative affairs and regulatory compliance.
Serves as the spokesperson on data matters related to the Florida Center with the Legislature, the Executive Office of the Governor, health care providers, other federal, state and local agencies, and with statewide and national health forums.
Supervises and spends time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors & administrators.

MINIMUM QUALIFICATIONS REQUIREMENTS
- Have three years of experience in staff and project leadership
- Have three years of experience implementing and managing complex projects
- Have three years of experience implementing or developing State or health care related policies
- Have three years of experience of data collection, data analysis, and data integrity.
Preference will be given to candidates with professional writing experience (e.g., policy development, grant writing/submissions, rule promulgation, research publications, white papers, etc.)
A bachelor's degree from a college or university is preferred.
A master's degree from a college or university can substitute for one year of the required experience.
Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the preferred college education.
