Your Specific Responsibilities:

The Florida Department of Health in Sarasota County is seeking a highly skilled and experienced Environmental Supervisor II to lead and manage the Onsite Sewage Treatment and Disposal Systems (OSTDS) program. This advanced environmental public health supervisory position requires exceptional leadership, organizational, and technical expertise to ensure program excellence and compliance with Florida statutes, administrative codes, county ordinances, and departmental policies.


The Environmental Supervisor II will oversee OSTDS operations county-wide, including supervising and developing staff, ensuring program quality control, coordinating enforcement activities, and maintaining compliance with all applicable regulations. This role also involves program budgeting, data management, public outreach, and acting as a liaison with other state and local agencies.


Key Responsibilities:

  • Supervisory Leadership
    • Plan, direct, and evaluate the work of program staff, ensuring adherence to performance expectations.
    • Conduct regular staff meetings, provide technical guidance, and support workforce development.
    • Hire, train, and evaluate employees; oversee leave scheduling and timesheet management.
  • Program Oversight
    • Manage the OSTDS program, ensuring compliance with state and local statutes, codes, ordinances, and departmental policies.
    • Conduct quality audits, review permit applications, inspections, and documentation to ensure adherence to regulations.
    • Maintain the Sarasota County Septic Tank Ordinance, including revisions and stakeholder engagement.
  • Enforcement and Compliance
    • Prepare legal enforcement actions and represent the department in code enforcement proceedings.
    • Collaborate with legal counsel and county attorneys to address noncompliance and ensure public health protection.
  • Public Engagement and Education
    • Attend community meetings, provide public outreach, and educate stakeholders about OSTDS policies and procedures.
    • Communicate regularly with contractors and engineers, holding annual meetings to ensure compliance and knowledge-sharing.
  • Emergency Management
    • Serve as a member of DOH-Sarasota’s Emergency Management Team, participating in disaster response activities.
    • Obtain and maintain ICS certifications, support Medically Dependent Special Needs Shelters and emergency health strike teams.
    • As assigned, the incumbent may assume Shelter Management duties of a Medically Dependent Special Needs Shelter, serve at the ESF-8 at the Multi-Agency Communication Center (MACC), deploy locally for emergency response activities, and supervise an environmental health strike teams.

Required Knowledge, Skills, and Abilities:

  • Ability to organize and direct the work of direct reports.
  • Comprehensive knowledge of Florida statutes, administrative codes, and local ordinances related to OSTDS.
  • Emergency duty experience, including working at Special Needs Shelters and emergency duty deployment experience.
  • Strong interpersonal, organizational, and communication skills.

Qualifications:

Minimum-

  • Bachelor’s degree in Environmental Science, Public Health, or a related field
  • OSTDS certification in accordance with Chapter 64E-18, FAC

Preferred-

  • Registered Environmental Health Specialist/Registered Sanitarian Credential with the Florida Environmental Health Association (FEHA) or the National Environmental Health Association (NEHA) is preferred.
  • Minimum of 15 years of supervisory and leadership experience in OSTDS permitting and other environmental public health programs is strongly preferred.
