This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend most of their time communicating, motivating, training, and evaluating employees, planning, and directing their work. Evaluates employees against established standards and takes appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.) This position will oversee the business side of agency systems and training needs for Financial Management (FSS, F&A, Budget, Revenue) and supporting ASA Admin office to meet the department’s future needs in a rapidly changing financial landscape with the focus on people side of changes to business process, systems and technology, job roles, and organizational structure(s).
Under the general supervision of the Director of the Financial Support Services (FSS), the incumbent in this position will coordinate and provide support for the Circuits/Region supported by Administration. The incumbent is responsible for managing the team responsible for support to financial management and end users of agency business systems involving major functions of a fiscal program with a large and highly complex finance and accounting activity, including maintaining, updating, and recommending accounting policy and systems function promoting department efficiencies and continued success. This position also is responsible for training Financial Management and end user customers using the agency systems and supporting applications for rules and regulations.
Specific Duties and Responsibilities include:
- Plans and evaluates the performance of direct reports; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development and increased productivity.
- Provides leadership and works with direct reports to develop and retain highly competent, staff through selection, compensation, training, and day-to-day management practices that support the Agency’s mission, strategic plan, objectives and values.
- Establishes operational strategies by evaluating trends; establishing critical measurements; determining production, productivity, quality, and customer-service strategies; designing systems; resolving problems; implementing change to promote the most efficient and effective accomplishment of the operating objectives and management of resources. Analyzes internal processes and plans or implements procedural and policy changes to improve financial operations, improve efficiency, and reduce costs.
- Effectively manages the department's ASA business systems and data reporting units. Ensures successful knowledge and use of department's financial systems, maintains accurate records and reporting, monitors department accounting balances, ensures effective operations of financial systems and technology, provides budget and financial reports. Monitor and enforce adherence to accounting standards, ensuring compliance with regulatory requirements and internal guidelines.
- Identifies opportunities for improving services delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. Consults with federal, state and local officials on matters applicable to the assigned area of specialization. Collaborate with cross-functional teams to identify areas for process improvements and implement necessary changes to enhance operational efficiency and compliance.
- Perform periodic audits and assessments to ensure that accounting operations and internal controls are functioning effectively and efficiently. Report on compliance status, internal control effectiveness, and policy implementation to senior management as needed.
- Lead and manage a team responsible for developing, training, and maintaining organizational policies and procedures.
- Ensure all policies and procedures align with company standards, industry regulations, and best practices.
- Plans workloads, workflows, deadlines, work objectives and time utilization with employees. Review reports and working papers and schedules prepared by staff for use in report preparation for accuracy.

Knowledge, Skills and Abilities required for the position:
- Knowledge of managing staff and performance, including hiring/dismissal/evaluating, etc.
- Knowledge of Florida Statutes, State Comptroller, and Department of Children and Families rules and regulations.
- Knowledge of the methods of data collection and analysis.

PREFERRED QUALIFICATIONS:
- Three (3) years of managing staff experience within the State of Florida government or county/city government knowledge.
- Significant knowledge and proficiency with federal, state, and county laws, regulations, and requirements within public sector accounting.
- Advanced skills in Microsoft Excel.
- Advanced level of proficiency in performing fiscal studies, analyzing acquired data, and making recommendations on course of action based on that study.
- Ability to create and conduct trainings for large group settings both virtually and in person.
