Position Summary & Responsibilities

Position Summary:

The position (K0132883)

Kansas Early Childhood Developmental Services is seeking a fiscal specialist to manage the fiscal aspects of the State Part C program. This includes payment processing, budget monitoring and fiscal oversight of grantees.

Fiscal Management:

  • Manage the fiscal portion of the Part C local program grants, the federal Part C grant, and special grants awarded to the Part C program.
  • Review affidavits of expenditures and budgets. Track and assess expenditures.
  • Process payments to local program and entities contracted for services.
  • Assist in generating the funding formula to determine local grant amounts.
  • Provide assistance and consultation to locals and vendors for fiscal tracking and completion of affidavits of expenditures and other fiscal forms.
  • Aid in review of network budget preparation and approvals.
  • Prepare and process requests and payment vouchers for travel and general operating expenses.
  • Compile financial information as needed including reports for management.
  • Coordinate with general purchasing personnel to ensure compliance with agency policies and procedures.

Job Responsibilities may include but are not limited to the following:

Fiscal Monitoring:

  • Interpret and monitor technical state and federal guidelines related to fiscal tracking and reporting.
  • Track local programs for timely and accurate submissions based on regulations and policies.
  • Make recommendations for procedures of fiscal reporting practices for local network grantees.
  • Review and revise the Part C grant/contract application fiscal guidelines, universal contract, contract attachment and notice of grant award amount.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • One year of experience in providing direction necessary to implement the objectives of an agency, program or organizational unit. Education may be substituted for experience as determined relevant by the agency.

    • Bachelor’s Degree
    • Proofreading, editing, attention to detail
    • Basic accounting principles, practices, standards
    • Basic administrative principles, practices
    • Independent judgment in evaluating situations

    • Planning & projecting future fiscal & staff needs
    • Read/comprehend/apply pertinent laws/regs/guidelines
