Job Description
Basic Purpose:
Positions in this job are assigned responsibility for management and administration of business support services.
Typical Functions:
- Establishes and maintains accounting procedures; ensures that fiscal reporting activities are completed and in compliance with department policy, procedure, and standards.
- Assists in the preparation of the budget work program; monitors expenditures and other budget related activities; ensures appropriate accounting of expenditures, as well as payment of invoices and other expense vouchers.
- Prepares and processes purchase orders, requisitions for supplies, materials and equipment; conducts inventories and maintains inventory records.
- May be responsible for supervision of other staff; may be responsible for other business support services such as procurement, and/or personnel activities.
- Acts as a liaison between administrators, field staff, unit heads, and wardens.
- Manages agency funds and trust funds.
- Enters and reviews financial data and records into the ERP system.
Level Descriptor:
This is the leadership level of this job family where employees are assigned responsibilities involving planning, reviewing and organizing the work of employees assigned to the business analysis staff, as well as performing related administrative functions. Employees may submit required reports on change initiative progress, organizational accomplishments or activities, and provide greater assistance to
management in implementing approved changes. The main emphasis is on responsibility for the overall business analysis program for the agency or institution.
Knowledge, Skills, Abilities, and Competencies:
Knowledge of the principles and practices of business and public administration of accounting practices and procedures; of fiscal reporting methods and requirements; of the principles and practices of supervision. Knowledge of, and skill in, the use of appropriate information technology. Ability to plan, direct, and coordinate the activities of others; to communicate effectively both orally and in writing; to establish and maintain effective working relationships. The ability to organize and manage several projects simultaneously is especially important.
Education and Experience:
Bachelors’ degree and three (3) years of professional experience in accounting or related financial management, general business management or administration, or closely related experience. Applicants may forgo one year of education per year of experience in accounting or related financial management, general business management or administration, or closely related experience.
Special Requirements:
Occasional travel may be required, must have a valid driver’s license. Some positions may require knowledge and experience in the preparation of financial statements on both accrual and cash basis, and familiarity with cost accounting. Supervisory experience may be required. Applicants should expect to work flexible hours. Some positions may require production or agricultural experience, or familiarity with handling grants, ERP experience plus.
