GENERAL DESCRIPTION :
The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.
The Mitigation Technical Advisor assesses, identifies, develops, delivers, implements, evaluates, manages, and maintains learning and development content programs and services related to various hazard mitigation programs including administration of grant programs and all levels of grant development and coordination. Work also includes but is not limited to conducting analysis of learning and development needs, consulting and collaborating with stakeholders, creating learning materials, providing training, technical guidance, evaluating the effectiveness of the training and technical guidance to TDEM employees and non-TDEM personnel. Provides instruction, tracks, monitors, and conducts analysis of training related to all levels focusing on train-the-trainer programs.
This position serves as the technical subject matter expert regarding Hazard Mitigation. Works in liaison with TDEM's Training Division and TDEM's programs offered by TDEM's Preparedness Division, and other duties related to initial, recurrent, and technically focused content for hazard mitigation personnel and those desiring related training.
The Mitigation Technical Advisor reports to the Section Chief, Hazard Mitigation, collaborates directly with the Division Chief, Hazard Mitigation, and consults with regional section chiefs and assistant chiefs.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES :
Serves as the Mitigation Technical Advisor to facilitate training sessions, deliver instruction, and manage the logistics of training programs, to include scheduling, participant registration, and venue arrangements.Identifies training needs within the agency and / or division, designs and delivers learning programs, assesses employee development needs, and collaborates with managers to implement training initiatives.Evaluates and analyzes past and current trends to advise and develop recommendations to identify training needs and enhance the learning and development of division programs and personnel.Conducts training needs assessments by collaborating with managers and stakeholders to identify skills gaps, learning and development needs related to hazard mitigation and makes recommendations.Provides hazard mitigation-specific training to include, but not be limited to, Federal Emergency Management Agency's (FEMA) Hazard Mitigation Assistance program and any other awards administered by the Mitigation Division.May provide post-disaster subject matter training to internal staff and external participants.Designs, develops, and delivers training in a classroom, through distance learning, or in an e-learning environment.Develops short-term and long-term training and creates development plans for Mitigation personnel.Develops and implements training schedules, including facilitating course delivery (rooms, audiovisuals, room layout, etc.).Maintains long-term schedule of training for a rolling period (i.e., 24 months).Provides instruction compliant with FEMA and other applicable procedures, requirements, and guidelines.Designs and develops comprehensive training programs, including material, course content, eLearning modules, instructor-led training, blended learning approaches, and formulates learning objectives in various formats that may be used for in-person and / or remote training delivery.Updates and provides staff instruction on safety procedures, continuity of operations plans, and other required content.Reviews and provides training related to changes in standards, regulations, and programs managed by staff, including FEMA Hazard Mitigation Assistance programs and others.Assists in the development and provision of information, technical assistance implementation guidance and training to local governments and state agencies concerning grant programs, financial records retention and state and federal disaster assistance programs.Develops, delivers, and provides instruction to assigned training focus areas, workshops, and conferences.Coordinates the Hazard Mitigation Division annual workshop presentations, including materials, speaker preparation, evaluation, and support.Reviews state and federal guidelines and procedures related to division programs to identify the need for new / updated practices, procedures, and recommendations.Monitors training to ensure compliance with requirements, laws, regulations, policies, and procedures for assigned programs.Formulates learning objectives and develops plans, policies, and procedures for training programs.May prepare budgets for training programs.Coordinates the maintenance of files and records and prepares reports related to training.Collaborates with TDEM partners in the delivery of shared training programs.Obtains and maintains required instructor training and certification courses.Ability to travel 30%. Travels statewide to provide technical guidance and conduct training as required.Face-to-face and person-to-person interactions are required.Maintains a regular course of attendance during authorized work schedule.Performs related work as assigned.This document represents the major duties, responsibilities, and authorities of this job, and is not intended to be a complete list of all tasks and functions. MINIMUM QUALIFICATIONS :
Education - Bachelor's degree from an accredited four-year college or university or an equivalent combination of education and experience.
Experience - Four (4) years of related experience.
PREFERRED QUALIFICATIONS :
Experience working with FEMA grant programs at the technical and operational levels.Experience in providing technical training to a variety of audiences, specifically for adult learners.Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge and application of learning and adult learning principles, theory, practice and instructional design methodologies.Knowledge of TDEM processes and programs.Knowledge of FEMA grant programs and Hazard Mitigation programs.Knowledge of government organizations, operations and emergency management programs at the federal, state and local levels related to Hazard Mitigation.Expert skills and knowledge to deliver instruction to TDEM staff, focusing on ensuring staff achieve the necessary skills mandated by the course curricula and course objectives.Skill in communicating and presenting to diverse, small, and large groups in a professional, clear, and concise manner.Strong verbal and written communication skills (technical, business writing and speaking).Excellent presentation skills to engage diverse audiences.Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and / or individuals.Must have experience communicating and presenting to diverse, small, and large groups.Ability to develop and conduct training classes, briefings, workshops and conference presentations.Ability to communicate effectively (oral and written).Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software / systems.Skill in developing, evaluating, monitoring, and implementing training in a variety of formats including written, audio-visual mediums, and through public speaking.Skill in organizing, prioritizing workload, and meeting timelines which includes evaluating complex plans and procedures while accomplishing a variety of simultaneous tasks.Must be organized, flexible, and able to effectively prioritize in a multi- demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working / professional relationships with internal / external partners.Ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.Ability to work and build rapport with, speak in front of, and facilitate small groups (learning activities, presentations, SMEs) representing diverse populations.Ability to quickly synthesize, organize, and analyze large amounts of information in a short period of time; and turn it into high quality, professional, learner-centered, and user-friendly content.Proficiency with utilized software (i.e., Microsoft Office Suite) and systems and be able to learn new software / systems and able to learn new software / systems.Must be able to work in inclement weather, traverse uneven terrain and standing water, and move into and around damaged structures to conduct damage assessments or move around construction or debris removal sites when conducting project audits.Availability for after-hour and weekend work is required.Must have the ability to operate outside of normal working hours during disaster response and recovery deployment activities away from normal duty station and in inclement weather for extended periods, including nights and weekends.REGISTRATION, CERTIFICATION OR LICENSURE :
Must have completed IS-100, IS-200, IS-700 and IS-800 within the first six months of employment. Within eighteen months of hire, must successfully complete assigned training in order to deliver emergency management training in Texas.
