The Town of Ashland is looking for qualified applicants for the position of Program Manager/Rubbish & Recycling Coordinator. This position works under the direction of the Deputy Director of DPW and is responsible for ensuring an efficient flow of work in the administrative office of the Public Works Department, as well as managing the Towns rubbish and recycling program. Incumbent is required to perform all similar or related duties.
ESSENTIAL FUNCTIONS
The following list is descriptive of the position but is not intended to be restrictive or limiting. The position requires the following essential functions:
Program Manager / Rubbish & Recycling Coordinator

Responsible for the Rubbish & Recycling contracts including but not limited to daily operations and other vendors directly involved in the Towns rubbish/recycling program.

Support the Administration and Operations Manager with all administrative responsibilities of the department, including A/P, A/R, payroll, grants, billing, database maintenance, scheduling, filing etc. for the rubbish and recycling program.

Provide customer service to the municipal rubbish/recycling customers and others seeking information pertaining to service, recycling, complaints, bulk items, etc.

Assist the Facilities division in answering calls, scheduling contractors, and maintain a phone list of all facility related vendors. Assist the Facilities division in maintaining a list of Town owned properties and known issues, maintain records, documents, and work orders.

Responsible for the oversight to the Pay as You Throw (PAYT) program and meetings as required.

Manages all daily maintenance to trash accounts including adjustments, new account entry, and processing final bills.

Responsible for maintaining compliance with all current federal, state, and town policies.

Assists the Deputy Director and HR Director with personnel items such as personnel action requests (PARs), on-boarding, off-boarding, performance reviews, record keeping, scheduling appointments, reference checks, etc.

Administrative support for Operations staff regarding but not limited to license tracking, renewals, DOT appointments, assist with on/off boarding of staff as needed.

Responsible for researching and applying for recycling grants, in collaboration with the Towns Sustainability Coordinator, when applicable.

Act as the Town of Ashland representative with MassDEP Representatives.

Assists in the annual Green-Up Ashland and (or) Earth Day activities with Ashlands Board of Health Inspector or their designee.

Responsible for updating the Rubbish & Recycling divisions website, creating newsletters, rubbish & recycling mailings.

Responsible for working with DPW division heads to resolve trash and container complaints.

Facilitate and manage the monthly recycling events currently scheduled every month on the first Saturday of the month from 9 AM to 12 PM.

Ensure Contractors and Customers are in compliance with the service requirements by performing visual inspections on-site when necessary.

Other duties as assigned.
EDUCATION & EXPERIENCE
High School Diploma required, 5 years of related experience, preferably two (2) years of which is in public works or a trade. Associates degree desirable or an equivalent combination of education and experience. Valid and current Driver's license and a driving record which proves responsible and lawful driving habits.
KNOWLEDGE, ABILITIES, & SKILLS
Experience and knowledge of: municipal trash and recycling programs, facilities maintenance scheduling, accounts payable, accounts receivable, payroll, and residential billing, preferably in a municipal environment. Excellent verbal and written communication skills and strong public relations skills are required; a demonstrated ability to work constructively in a union environment is required. Advanced computer skills in Microsoft office/Google suite; ability to learn new software programs. Knowledge and experience with MUNIS software preferred. Demonstrated experience in providing customer service to co-workers and residents with tact, courtesy, sensitivity, and discretion. Must have the ability to read, interpret, and become familiar with public works bids, MA General Laws Chapter, 30, 30B, 39M, and C149, prevailing wage, and other municipal laws as necessary. Knowledge of contract bid preparation is preferred.
WORK ENVIRONMENT
Work is performed with frequent and extended periods both in a normal office environment with constant interruptions, and outdoors, subject to all weather conditions and extremes. Frequently subjected to the demands of other individuals and the volume and/or rapidity with which tasks must be accomplished.
Moderate, and occasionally extreme, physical effort required to perform duties under office, field and variable weather conditions, with occasional exposure to occupational risks and hazards resulting from weapons and criminal activity. Vision and hearing at correctable to normal ranges. Exercises caution when operating heavy equipment or handling toxic chemicals or other materials. Occasionally works near mechanical parts and in high, precarious places and is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals and risk of electric shock. Continuous sitting, walking, standing. May be required to stand for long periods of time when assisting the public or on a job-site. May operate equipment which causes loud noises and high levels of vibrations. Infrequently may be required to carry or lift materials weighing up to and including 50 pounds.
Operates motor vehicle, computer, printer, video display terminal, typewriter, calculator, telephone, copier, facsimile machine and all other standard office equipment requiring eye-hand coordination and finger dexterity. Balancing, crouching, grasping, pulling, reaching and stopping may also be required.
