The Human Resources Director is responsible for performing professional and administrative work in administering the Town’s personnel policies and programs; recruiting employees; administering the Town’s benefits programs; participating in the collective bargaining process, managing the professional development of Town employees, ensuring compliance with state, federal, and local personnel laws and regulations; and counseling town staff on a variety of human resource matters; all other related work as required.

Supervision:

Works under the administrative direction of the Town Administrator. Assumes responsibility for developing and achieving the department goals and objectives.

Job Environment:

The position is responsible for the Town’s personnel functions; has access to an extensive amount of highly confidential information on a town-wide basis such as personnel records, collective bargaining negotiations, bid proposals, and pending lawsuits and investigations.

Errors could result in a significant adverse impact on employee morale, poor public relations for the town, and could have serious legal repercussions.

Position makes frequent contacts with all town employees, town departments/boards/committees, job applicants, other municipalities, labor counsel, consultants, and state governmental representatives. The purpose of contact is the furnishing of routine information as well as discussing complex issues. Contacts require considerable discretion, resourcefulness and persuasiveness to achieve desired objectives and contacts are made in person, on telephone, on computer, or writing.

Essential Functions:

1. Directs recruitment and hiring activities, including posting of vacancies, preparation of advertisements, screening of applications, administering examinations and other tests, assisting department heads in selecting and interviewing candidates, presenting recommendations to the Town Administrator and or Department Heads, Board and/or Commissions.

2. Oversees personnel file maintenance and professional development plans, ensuring individual employee files are current and complete. Prepares periodic reports on personnel data.

3. Oversees the administration of various employee benefit programs, including health, life, and employee assistance programs. Researches and makes recommendations in regards to selection of benefit programs.

4. Maintains and implements personnel bylaws, policies and procedures, ensuring consistent interpretation and application. May recommend and drafts new and revised personnel policies for the Town Administrator. Provides personnel policy information to employees and advises on interpretation.

5. Oversees the administration of compensation and classification policies in accordance with town bylaws, collective bargaining agreements, and federal and state statutes. Evaluates and makes recommendations to the Town Administrator regarding compensation and classification actions. Monitors and reviews current job classification and salary structures and recommends changes as required; revises and maintains job descriptions. Works with department heads to draft job descriptions. Implements and oversees related salary and classification studies.

6. Counsels employees, advises managers, investigates personnel problems and disciplinary issues. Represents the Town at personnel-related hearings and investigations.

7. Assists the Town Administrator with union negotiations. Provides administrative support to the Town Administrator for his/her preparation in negotiating union contracts and in resolving labor relations issues, grievances, and arbitrations.

8. Oversees the Town’s compliance with federal and state personnel laws and regulations that cover topics such as wages and hours, equal employment opportunity, sexual harassment, drug and alcohol testing, work related injuries, and employee benefits.

9. Assists the Town Administrator in the management of worker’s compensation program and injured on duty leaves.

10. Prepares special studies and analysis, warrant articles and recommendations.

11. Attends and represents the Town at meetings and conferences related to human resources; attends and presents human resources related information at Board of Selectmen Meetings; and leads participates in various employee task forces an committees as requested.

12. Coordinates civil service matters with the Massachusetts Human Resources Division (HRD); monitors eligible lists, interprets rules, regulations and disciplinary procedures.

13. Administers the Federal Omnibus Transportation Act; maintains all applicable records to Federal standards; acts as liaison with TPA and department heads. Notifies employees of random tests and follow-up tests; assists department supervisors in policy interpretation.

14. Works with department heads and various/staff employees on personnel transactions; mediates problems between employees; works to improve communication within and between departments; answers questions from department heads and supervisors concerning personnel policies and procedures.

15. Serves as the Town’s Affirmative Action/Equal Employment officer.

16. Develop Professional Development Plans for Town Employees and schedules professional development opportunities.

17. Attends conferences and workshops and keeps abreast of current changes in human resource field.

18. Conducts special projects and other assignments as needed.

19. Performs similar or related work as required.

Recommended Minimum Qualifications:

A candidate for this position should have a Bachelor’s Degree in related field; Master’s degree in human resources or public administration is highly desirable; five years of progressively responsible experience in human resources management; training and experience in municipal personnel administration highly preferred; or any equivalent combination of education and experience.

A candidate for this position should have thorough knowledge of the principles, practices, regulations, and applicable federal and state laws relating to personnel administration. Thorough knowledge of employee classification, compensation and benefits, recruitment, selection and training. Practical understanding of civil service and labor relations. Knowledge and understanding of FMLA, ADA, FLSA, COBRA, Affirmative Action, Sexual Harassment and Equal Opportunity Employment.

Ability to interact in a positive and effective manner with personnel at all levels of authority. Ability to demonstrate objectivity, sensitivity, and a balanced perspective regarding employee concerns and organizational expectations. Ability to analyze and interpret legislation, regulations, and data relevant to personnel administration. Ability to communicate clearly and concisely, in writing and orally. Ability to recruit, interview, and evaluate job applicants for diverse positions. Ability to maintain accurate and detailed records. Ability to prepare and analyze comprehensive reports. Ability to maintain composure under difficult circumstances.

Excellent customer service skills. Skill in report writing methods and compensation analysis. Skill in operating the above listed tools and equipment. Superior persuasiveness, resourcefulness, and discretionary skills.

Minimal physical effort generally demanded when performing functions under typical office conditions. Certain tasks require the ability to operate a keyboard and view computer screens. Correctable hearing required. Normal vision is required. Employee is required to sit and use hands more than 2/3rd of the time, talk, listen, reach, stand and walk 1/3rd of the time. Employee occasionally lifts up to 10 lbs and infrequently lifts up to 30 lbs. Employee must operate an automobile and have a valid driver’s license plus pass a background screening.

Job Type: Full-time

Pay: $85,035.94 - $110,551.48 per year
