SPECIAL MOTOR EQUIPMENT OPERATOR/LABORER
Definition:
Skilled manual work of a difficult and responsible nature in the operation of public works equipment of substantial weight and complexity; all other related work as required.
Supervision:
Works under the general and direct supervision of the Working Foreman or Foreman.
Work requires independent judgment to avoid damage to public or private property or danger to public safety.
May supervise four or fewer lower grade employees engaged in similar work.
Job Environment:
Work is generally performed outdoors under variable weather conditions, near hazards associated with construction sites, and frequently in dusty conditions.
Operates special motor equipment such as road roller, paving machine, large front-end 4-wheel drive loader/backhoe, dump trucks and equipment normally assigned to a Special Motor Equipment Operator; operates a variety of hand and power tools, including jackhammers.
Makes occasional contact with the general public, other DPW divisions, and outside contractors,
Errors could result in delays or loss of service, personal injury to self and/or others, damage to equipment, and danger to public safety and health.
Essential Functions:
Operates and maintains special motor equipment, including but not limited to dump trucks, snow plows, bulldozer, compactor, front-end loaders, and associated power and hand tools including jackhammer and chainsaws; plows and sands roads; may assign drivers to equipment.
May service and follow prescribed maintenance procedures with respect to assigned equipment units; inspects equipment prior to operation to assure that all controls and safety devices are functioning properly; lubricates and otherwise services the equipment as part of a programmed preventive maintenance schedule; reports major malfunctions to the Master Mechanic.
May operate a compactor spreading accumulated material and covering with clean fill following approved plan to avoid or to minimize leeching of liquids.
Performs such manual work as erecting signs, raking and spreading asphalt, cutting down trees, etc., building catch basins and installing water or drainage pipe, patching potholes, raking asphalt, digging ditches, raising manhole and catch basin covers prior to street resurfacing, erecting snow fences and cutting brush along roadways.
Performs labor incidental to the work of operating assigned equipment; may operate units assigned to Heavy Motor Equipment Operator II/Laborer and Heavy Motor Equipment Operator I/Laborer.
May be required to manage the day to day operation and maintenance of the leaf and yard waste composting facility; maintains access roads for landfill operations; operates truck mounted cherry picker.
May perform laboring duties when not assigned to equipment operation.
May be assigned to other divisions on an as-needed basis or in an emergency.
Performs similar or related work as required or as situation dictates.
Recommended Minimum Qualifications:
Education and Experience:
High school diploma or equivalent; three years' experience in the operation of special and heavy motor equipment; or any equivalent combination of education and experience.
Knowledge, Ability and Skill:
Considerable knowledge and demonstrated skill in the operation of special and heavy motor equipment used in construction, maintenance and repair. Considerable knowledge of hazards and safety precautions involved in operating special and heavy motor equipment. Considerable knowledge of the mechanics of the varied equipment involved.
Working knowledge of methods, practices and tools used in road and sidewalk construction and repair, and paint spraying. Working knowledge of traffic laws, ordinances, rules, and regulations.
Ability to understand and follow oral and written instructions; ability to work well with others in a crew.
Requires Massachusetts Class A Commercial Driver's License, Hoisting Engineer's Class B license.
Physical Requirements:
Work requires constant heavy physical effort. Eyesight and hearing at or correctable to "normal' ranges. Ability to use hand and power tools. Ability to operate heavy construction and maintenance equipment for long periods of time during all types of weather conditions. Physical ability to frequently lift materials in excess of 50 pounds while working in adverse weather conditions. Work may involve recurring applications of considerable physical effort, such as lifting, jumping, and occasional awkward positions. Carries heavy materials such as sand, stone and tools.
