What are the responsibilities and job description for the SMEO/Skilled Craftsman position at Town of Dartmouth?
Skilled manual work of a difficult and responsible nature in the operation of public works equipment of substantial weight and complexity; skilled manual work in connection with water/sewer system construction and maintenance programs; all other related work as required.
Works under the general and direct supervision of the Foreman.
Work requires independent judgement to avoid damage to public or private property or danger to public safety.
Work is generally performed outdoors under variable weather conditions, near hazards associated with construction sites, and frequently in dusty conditions.
Operates all special motor equipment for the construction and maintenance of water and sewer projects; may also operate Tractor-Trailer combination for moving heavy equipment; operates a variety of hand and power tools, including jackhammers, pipe detection equipment, rod machine; operates light and heavy trucks and other vehicles.
Makes limited contact with the general public, other DPW divisions, police and fire departments.
Errors could result in delay or loss of service, personal injury to self and/or others, damage to equipment, and danger to public safety and health.
Operates specialized and heavy equipment including, but not limited to, sewer flush truck, backhoe, front end loader, roller, large dump trucks and other heavy equipment in construction and maintenance projects; operates hand tools including pick and shovel; operates power tools including drills, pipe cutter, pipe locator, leak locator, and tapping machine, etc.
May service and follow prescribed maintenance procedures with respect to assigned equipment units; inspects equipment prior to operation to assure that all controls and safety devices are functioning properly; lubricates and otherwise services the equipment as part of a programmed preventive maintenance schedule; reports major malfunctions to the foreman or Supervisor and may assist in making major repairs.
Works with field crews and participates in the construction of extension to the water distribution system and sewer system; installs water mains and lines, sewer lines,
hydrants, valves, and pumps; excavates trenches and backfills excavations; repairs water mains, sewer and drain lines, hydrants, and gates; flushes sewer mains; rods drain mains; locates pipe leaks; repairs road surfaces with hot asphalt.
Works in trenches to connect and repair the services; installs compression joints.
Performs labor incidental to the work of operating assigned equipment; may operate units assigned to Heavy Motor Equipment Operator/Laborer and Heavy Motor Equipment Operator Laborer. APPROVED APR 0 2 1997
May perform laboring duties when not assigned to equipment operation; may be assigned to other divisions on an "as needed" basis or in an emergency.
Responds to emergency situations; determines appropriate corrective action; leads crews in repair procedures; makes repairs of main leaks; responds to questions and complaints and makes related repairs; performs general customer service activities including service turn-on and shut-off.
Performs similar or related work as required or as situation dictates.
High school diploma or equivalency; three years experience in the operation of special and heavy motor equipment plus up to six months experience in municipal water and sewer system operations; or any equivalent combination of education and experience.
Considerable knowledge and demonstrated skill in the operation of special and heavy motor equipment used in construction, maintenance, and repair. Considerable knowledge of hazards and safety precautions involved in operating special and heavy motor equipment. Considerable knowledge of the mechanics of the varied equipment involved. General knowledge of the principles, procedures and techniques of water and sewer system operations. Working knowledge of the materials and techniques required for construction, maintenance and repair of water facilities and structures. Strong mechanical abilities. Working knowledge of traffic laws, ordinances, rules, and regulations.
Ability to understand and follow oral and written instructions. Ability to work well with others in a crew. Demonstrated skill in operating backhoe, front-end loader, tapping machine, jackhammer, and other equipment and tools related to water and sewer system maintenance and construction.
The following Licenses and/or Certifications are required.
Massachusetts Class B Commercial Driver's License with Tanker Endorsement
Massachusetts Hoisting Engineer's Class C License
Water Certification at the minimum grade, desired
Work requires constant heavy physical effort. Eyesight and hearing at or correctable to "normal ranges." Ability to use hand and power tools. Ability to operate heavy construction and maintenance equipment for long periods of time during all types of weather conditions. Physical ability to frequently lift heavy materials in excess of 50 pounds while working in adverse weather conditions. Work may involve recurring applications of considerable physical effort, such as lifting, jumping, and occasional awkward positions. Ability to perform heavy physical labor under adverse conditions. Required to stoop, bend, squat, kneel, and work in cramped quarters. Ability to distinguish colors.
