What are the responsibilities and job description for the Construction Services Coordinator position at Town of Jupiter?
This is highly specialized administrative and technical work related to the abatement of unsafe building, resolution of code compliance citations and specialized consumer issues.
An employee in a position allocated to this class is a Plan Review position with additional responsibility such as, but not limited to collecting and analyzing data and information on unsafe buildings, which may include leading actions to demolish buildings and to recoup related costs through land liens. Work involves providing building code leadership to resolve Code Compliance issues. The employee will act as the project manager in the coordination of plan review and permitting processes. Work includes conducting inspections on the more complicated and demanding cases. Work involves field inspections, plan review, code research, permit application review, data entry and related determinations. Work involves preparing and presenting legal demolition documents. Work includes maintenance of electronic and hard copy files.

Inspects unsafe buildings, service systems, structures, pools and related major violations.
Completes inspection reports, forms and legal notices; prepares legal documents.
Researches property ownership, building codes and department policies.
Reviews plans and specifications for code compliance with particular emphasis on resolution of violations.
Prepares cases; presents and leads cases at hearings of the Construction Board of Adjustments and Appeals and the Code Compliance Magistrate.
Answers questions concerning violations and advises Code Compliance Officers on actions to take regarding major building code violations and resolutions.
Consults with permit applicants, reviews applications, ensures corrections are made for permit issuance, and inspects field work for resolution of Code Compliances issues.
Investigates consumer complaints concerning new house defects to determine code violations; mediates between homeowners and contractors, sub-contractors and suppliers to remedy situations.
Lead in disaster preparation and recovery planning activities for the town.
Provides technical assistance and information concerning code requirements, code interpretation, code compliance, building inspections, plan review activities, department operations, and related issues; discusses various issues with property owners, developers, contractors, and architects; recommends solutions to problems.
Responds to questions, complaints, and grievances; researches problems and initiates resolution of problems/complaints; mediates conflicts, disputes, and misunderstandings between contractors and property owners; provides information and technical expertise to other staff members or other departments.
Conducts and coordinates investigations of complaints against contractors, developers, homeowners, building tenants, or other individuals regarding defective construction, unsafe buildings, unlicensed or non-permitted construction, license violations, or other issues; maintains records of complaints and prepares complaint correction notices.
Performs storm damage and fire assessment inspections.
ADDITIONAL FUNCTIONS
Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail. Navigate the electronic plan review and permitting software systems.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
High school diploma or GED; supplemented by college level course work or vocational training in general building construction and a variety of construction plan review specialties; supplemented by three (3) years previous experience and/or training that includes general building construction, code interpretation, building inspection, and a variety of building plan review specialties; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid State of Florida licensing in areas of specialty as appropriate, such as Building Plans Examiner, Plumbing Plans Examiner, Mechanical Plans Examiner, and/or Residential/Commercial Electrician Plans Examiner. Must possess and maintain valid State of Florida licensing in areas of specialty as appropriate, such as Building Inspector, Plumbing Inspector, Mechanical Inspector, Residential/Commercial Electrician Inspector, and/or One & Two Family Dwelling Standard Inspector.
Must possess and maintain a valid Florida driver’s license.
