The Director of Utility Engineering, P.E. is responsible for overseeing, directing and coordinating Water and Wastewater Utility operations and advising the Town Manager and Waterworks Board/Town Council on engineering related infrastructure planning, utility design and implementation, and for addressing public needs related to utilities.   

 

Duties include, but are not limited to:

  1. Supervises and manages all daily Water and Wastewater Utility divisional staff and operations.
  2. Works in collaboration with the Director of DPW for allocation of staff resources and equipment for the efficient operations of both DPW and Utility operations.
  3. Researches and analyzes new technologies and local, regional and national trends in utility metrics to benchmark utility operations and practices against industry standards.
  4. Responsible for master and long-term plans as well as project management of major capital programs associated with water and wastewater utility assets. 
  5. Works in Collaboration with the Department of Development Services when engaging in engineering design services as needed to implement a wide range of infrastructure programs and projects.
  6. Reviews private development proposals to assess impacts to public infrastructure. 
  7. Provides reports regularly to the Waterworks Board and Town Council on the status and progress of various operations, programs, projects and other utility operations and initiatives.
  8. Coordinates and advises the Clerk Treasurer related to customer service, utility rate ordinances and utility billing operations.
  9. Attends technical advisory meetings, Plan Commission meetings and other meetings related to new or proposed developments inside the Town and outside of the Town when utilities or annexation is involved.
  10. Assists and advises on matters related to financing of projects including utility cost estimates, schedule projections and proposed funding plans.  Participates in high level discussions on financing with the Town Council, Town Manager, Executive Director of Development Services, Clerk-Treasurer and other Department Heads.
  11. Prepares annual operating and capital budgets for Water and Wastewater Utilities and assesses utility rate schedules in order to forecast revenue.
  12. Advises and assists Development Services Department staff on matters related to the sewer use, water use, and related utility ordinances.  
  13. Completes administrative duties to include: attending meetings, reviewing statistics and reports, completing various reports, approving departmental payroll, approving invoices, answering inquiries, etc., as needed.
      14. Maintains an effective communication process with the Town Manager. 

 

Supervisory Responsibilities: Supervises employees in the Utilities Department. Employee carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; scheduling and approving time worked; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience: Bachelor’s degree (B.A. /B.S.) from a four-year college or university in civil engineering, or related field; and five years related experience and/or training; or equivalent combination of education and experience. Professional Engineering (P.E.) License is required. Previous supervisory experience is required.

  • Computer software skills required include: Microsoft Outlook, Word, Excel, PowerPoint, Adobe, Bluebeam, and Geographic Information Systems (GIS) software.
  • The ability to utilize a broad knowledge of management principles, practices and techniques to formulate and coordinate activities and functions with the Town is required.
  • The ability to evaluate the effectiveness of the Town’s operations and to institute improvements is required.
  • A working knowledge of all applicable Federal, State and Town laws and ordinances is required.
  • A working knowledge of business administration, and personnel management and supervision is required.
  • A working knowledge of the terminology used in the utility field is required.
  • A working knowledge of measuring devices such as engineers scale and architects scale is required.
  • A working knowledge of utility/building codes in force in the State of Indiana is required.
  • The ability to read and interpret construction plans, specifications, and maps and to make basic algebraic and geometric principles, and the ability to calculate surface area, volumes, weights and measures is required.
  • The ability to review, prioritize, classify and analyze data is required.
  • The ability to provide guidance, assistance and interpretation regarding the application of procedures and standards to specific situations is required.
  • The ability to exercise discretion in identifying and selecting from alternative courses of actions is required.
  • The ability to make sound and rational decisions including exercising independent judgment within established protocols and guidelines is required.
  • The ability to enforce rules and follow all established protocols and guidelines is required.
  • A comprehensive understanding of accounting principles and practices and report writing, while paying close attention to detail is required.

While performing the duties of this job, the employee occasionally is exposed to working near moving mechanical parts and the risk of electrical shock when working with office equipment and outdoor weather conditions.  The noise level in the work environment is usually quiet to moderate.

While the offices of the Town of Plainfield are usually open from 8:00 a.m. to 5:00 p.m., Monday through Friday, this position may require work beyond these hours and on the weekends. It also requires the ability to drive a Town vehicle. Thus, a valid driver’s license is required.

Salary : $95,000 - $138,362
