GENERAL PURPOSE: Under general supervision of the Chief of Police, supervises the Operations division of the Police Department; plans and coordinates the activities of assigned subordinates and officers. Performs a variety of technical tasks relative to the assigned area of responsibility. Performs and maintains all best practice files and assumes the Program Manager role for the Sunnyvale Police Department.
Primary Duties and Responsibilities:
Supervises Division operations; evaluates Division issues and priorities and recommends solutions; communicates departmental directives and changes in procedures and protocols; assures effective communication of Police Department issues.
Promotes a positive view of the department and supports the mission of the police department.
Assumes the role of Program Manager for the TPCAF Best Practices program, responsible for maintaining all files, compliance and training requirements on quarterly, annual and bi-annual basis.
Evaluates operations under command and makes recommendations for improvements; prepares operational and statistical reports; updates and maintains files, records, and statistical data.
Supervises assigned officers and staff; prioritizes and assigns tasks, cases, and projects; trains and evaluates staff; counsels, coaches, motivates, mentors and instructs employees as required.
Maintains discipline and assures compliance to Police Department policies and general orders; assures that police officers and supervisors are ready and prepared for duty, are adequately trained and equipped, and are held accountable for duties and responsibilities assigned.
Coordinates work schedules; monitors the use of overtime and PTO time; reviews, critiques and approves offense and case reports; assures that all reports and paperwork are completed in a timely manner; advises Chief regarding critical incidents or significant investigative developments.
Analyzes law enforcement activities and trends and meets regularly with staff to resolve workload and technical issues.
Supervises and participates in critical incidents, emergencies and criminal investigations; responds to major crime scenes and takes command when appropriate.
Investigates and resolves complaints regarding law enforcement incidents, programs and services; assists in internal investigations as assigned by the Chief of Police.
Assists and coordinates as necessary with outside organizations and businesses, and federal, state and local law enforcement organizations.
Performs duties of police officer as needed and assists officers and supervisors in the performance of their duties; enforces state and Federal laws and enforces compliance with local regulations.
Manages special assignments and projects; participates in the development and administration of the budget.
Maintains the integrity, professionalism, values and goals of the Department by assuring that all rules and regulations are followed, and that accountability and public trust are preserved. Promotes the vision of the Chief of Police.
Performs other duties as assigned or required.
Qualifications
Minimum Requirements for the position of Admin/Services Support Police Lieutenant: Candidates must have; a TCOLE Advance Peace Officer Certificate or higher, at least FIVE (5) years of law enforcement experience with at least one (1) year of supervision and management experience at the rank of Sergeant or above, or at the rank of Sergeant with completion of a law enforcement supervision/management training/certification through LEMIT, FBINA, ILEA, CPM or equivalent. Required Knowledge/Documented Experience in: Municipal law enforcement organization, operations, policies and procedures. City, county, state and Federal laws, regulations and ordinances. Strategy and tactics for management and deployment of law enforcement personnel and equipment. Texas criminal justice and court systems, and principles of criminal justice records management. Law enforcement methods, practices, and procedures; including case laws governing arrest, rules of evidence, probable cause, care and custody of evidence and property, and search and seizure. Investigative and interrogative procedures, and protocols for observation of critical details. Police Department General Orders, policies and procedures. Field Training Officer Certification. Background Investigations. Internal Affairs Investigations. Department budgeting principles and practices. Required Skill in: Using initiative and independent judgment within established procedural guidelines. Interpreting laws and regulations, making decisions, maintaining composure, and working effectively under stressful conditions and emergency situations. Establishing and maintaining cooperative working relationships with district employees, other criminal justice agencies and the general public. Exercising controlled discretion and mediating difficult situations. Working as a team member with other law enforcement and multi-jurisdictional agencies. Supervising and leading staff, and delegating tasks and authority. Skilled in drafting policy, revising policy. Skilled and experienced in the budget process. Interpreting and applying criminal laws to information, evidence and other data compiled. Care, maintenance and safe operation of a variety of firearms, impact weapons, chemical agents, and other law enforcement tools and equipment. Assessing and prioritizing multiple tasks, projects and demands. Operating a personal computer utilizing a variety of business software. Effective communication, both verbal and written.
Special Requirements
Required Licenses or Certifications: Must possess current and valid Peace Officer’s License and an Advanced Certificate from Texas Commission on Law Enforcement (TCOLE) and a valid Texas Driver’s License. TCOLE Instructor certification/license is preferred.
Miscellaneous Information
Physical Demands / Work Environment: Work is performed in a standard office environment, and in the field on investigative assignments; may be exposed to physical attacks, hazardous chemicals, infectious and communicable diseases; may be required to physically restrain persons.
