TITLE: Network Permitting Specialist (Telecom)
CONTRACT
LOCATION: Philadelphia/Conshohocken, PA
HEALTH BENEFITS: Available through TPS Talent
SCHEDULE: Monday to Friday, some local travel necessary
Position Overview:
We are seeking a skilled Permitting & Zoning Specialist to support the deployment of telecommunications infrastructure. This role involves preparing and submitting entitlement applications, permits, and agreements for the installation of network facilities, such as utility poles, fiber, and other essential components. It requires an in-depth understanding of municipal codes, ordinances, and entitlement processes, as well as regular communication with local jurisdictions and government agencies.
Key Responsibilities:
- Prepare and submit permit and zoning applications for telecommunications infrastructure projects. Track application progress and respond to inquiries or requests for additional documentation.
- Collaborate with engineering teams to ensure all construction drawings and documentation (e.g., for nodes, power, and outside plant components) align with permit requirements.
- Maintain accurate updates in internal systems and provide clear communication to both internal stakeholders and external partners.
- Act as the zoning and permitting lead during project meetings when necessary, providing guidance on municipal and state telecommunications regulations.
- Interpret and explain relevant federal legislation and FCC orders related to wireless infrastructure deployment, including Section 6409(a).
- Serve as a liaison between internal teams to ensure compliance with local permitting conditions throughout both the entitlement and construction phases.
- Monitor project budgets related to permitting activities and ensure any reimbursable fees are tracked, invoiced, and reconciled.
- Attend project planning meetings to provide insight and support related to permitting requirements and timelines.
- Ensure that permit application packages meet local and state requirements before submission.
- Work with internal teams to ensure timely closure and compliance on all required permits following project completion.
- Build and maintain professional relationships with municipal staff such as building inspectors, zoning personnel, planning commissions, and city councils. Represent the company at public hearings or meetings as needed to secure required approvals.
- Manage ongoing compliance with municipal conditions related to site installation, maintenance, and operation.
- Support internal legal or development teams by reviewing access agreements and providing guidance on right-of-way or permitting concerns.
Education & Qualifications:
- Bachelor’s degree in Business, Urban Planning, Public Policy, or a related field; equivalent experience may be considered.
- Wireless industry or infrastructure permitting experience is a plus but not required.
- Zoning, land use, or municipal planning experience preferred.
- A Juris Doctorate from an accredited law school may substitute for relevant experience.
Preferred Experience:
- Minimum of 2 years working with a municipality in a zoning, planning, or land use role, or in a related capacity within the infrastructure or utility industry.
- Ability to function effectively within a corporate environment and across interdisciplinary teams.
Skills & Abilities:
- Familiarity with municipal zoning and planning processes and regulations.
- Strong public speaking and presentation skills for interactions with government bodies and community groups.
- Proficient in preparing zoning packages, supporting documents, and delivering presentations at public hearings or neighborhood meetings.
- Understanding of site plans, construction documents, and technical terminology.
- Excellent organizational and multitasking abilities.
- Creative problem-solving and critical thinking skills.
- Proficient in interpreting contracts, title documents, and legal agreements.
- Exceptional attention to detail and communication skills (written and verbal).
- Local travel to city and county offices is required.
The pay range for this role is:
31.50 - 40 USD per hour(US)
