Duties and Responsibilities
Serves as a liaison between DDOT and other key District agencies in the planning, assessment, and implementation of changes in administrative processes, including those initiated in conjunction with other agencies. Coordinates changes with technical experts, other District/Federal agencies and the private sector to determine the most effective approach and methodologies to resolve issues and obtain the desired results. Serves as a project manager for large and complex project assignments. Organizes, plans and coordinates a wide variety of activities within the department of major community interest, cost and funding method considerations, and political and media interest. Has authority and responsibility for the successful completion of the project, as delegated by the supervisor. As appropriate, develops comprehensive, long-range schedules showing the sequence of tasks, target dates and persons responsible for the various activities, which must be coordinated over the three to four year duration of identified projects.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Bachelor’s Degree preferred.

Duration of Appointment: Management Supervisory Service (MSS) – at-will. At-Will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
Residency Requirement Statement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
