What are the responsibilities and job description for the Supervisory Management and Program Analyst position at Transportation, District Dept?

This position is located in the District Department of Transportation (DDOT), Transportation Planning Administration, Capital Planning Division (CPD).

The incumbent manages the Planning Resource Branch within the Capital Planning Division, including providing leadership and direction for staff in the development of transportation plans and studies, focusing on multimodal corridors and projects, including concept development and environmental compliance. Special emphasis is placed on developing and implementing a multi-modal comprehensive approach that combines the needs of public and private sectors, consistent with agency strategic goals and objectives.

Duties and Responsibilities

Services as a key member of the Director's and Associate Director's advisory staff. Defines current and future business environments and establishes metric to measure and evaluate systems performance. Exercises analytical and evaluative expertise in the review of agency goals and objectives, operations, and business processes. Performs root cause analyses of business processes to identify needs for reform. Reviews technical, financial, and administrative correspondence and reports, identifying complex and unusual problems.

Designs and/or conducts comprehensive management studies, the boundaries of which are extremely broad and difficult to determine in advance such as those involving changing requirements, evolving legislative change; overlapping functions, etc. Develops and maintains strategic plans for agency reforms, including new or improved business processes and practices. Keeps the supervisor abreast of significant problems identified.

Qualifications and Education

Individuals must possess one (1) year of specialized experience equivalent to the grade 13 level. Specialized experience is the experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position, examples of specialized experience may include: analysis, investigative work preparation of reports, community facilitation presentations, or similar work experience.

Prior supervisory/management experience is preferred.

Work is usually in a controlled environment and involves some exposure to moderate risk of accidents and requires following basic safety precautions.

Pay Plan, Series, and Grade: MS-2150-14

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining unit.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:

  • Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
  • Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
  • Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
  • Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
