This position is located within the Traffic Control Officer Branch (TCO), Transportation Operations Division (TOD), Transportation Operations Administration (TOA), District Department of Transportation (DDOT). The position serves as shift supervisor providing first (1st) line supervision by supporting the administrative and technical responsibility of the Branch as well as providing guidance and assistance to the second (2nd) line supervisor; assigns work to the subordinates by explaining and enforcing the multitude of traffic and safety regulations of the District of Columbia; and resolves problems and Issues relative to planning, logistics and traffic control activities.

Duties and Responsibilities

As a Traffic Control Officer Supervisor, the incumbent communicates clear directives on the proper procedures and techniques directly through the lead to the employees; and provides day-to-day supervision and guidance during their assigned shift. Plans work to be accomplished by subordinates; consults the Branch Manager when adjusting short-term priorities; and works with the supervisory team when setting or negotiating deadlines and completion dates. Assists with reviewing internal control systems for compliance with established procedures and standards, and as required takes measures to correct deficiencies in productivity, accuracy, effectiveness, and customer services.

Promotes diversity and ensures fair and equitable treatment of all customers and employees. Monitors the investigation of resident, business, visitor, and government agency requests for traffic control and parking enforcement services received through the Mayor's City-Wide call Center; etc. Monitors the operation of the transportation system through coordination with HSEMA/DDOT Transportation Management Center. Provides supervisory services; develops quantitative and qualitative measures for evaluating the work performance of staff; supervises and assigns duties and responsibilities; and formulates overall plans for resources.

Qualifications and Education

Undergraduate and Graduate Education: A degree with a major study such as accounting, business administration, business or commercial law, commerce law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: ability to lead and supervise staff; application of Public Safety and Security including relevant equipment, policies, procedures and strategies to promote effective local security operations for the protection of people, property, and institutions. Knowledge of qualitative and/or quantitative methods for assessment and improvement of program effectiveness, and improvement of management processes and systems.

Supervisory experience preferred.

WORKING CONDITIONS/ENVIRONMENT

The majority of the work is performed outdoors in all types of weather including rain, snow, and sleet, hot and cold temperature. The incumbent stands in intersection with traffic approaching from all directions while directing and managing pedestrian and vehicular traffic. The incumbent is exposed to noise and vehicular exhaust. The work requires extensive walking, hand-held computers and held radios, and belt mounted ticket books. The incumbent is required to stand and maintain position for extended periods of time.

Must possess and maintain a valid driver's license and have an acceptable driving record.

Duration of Appointment: Management Supervisory Service (MSS) - At-Will. All positions under this appointment serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not a part of a collective bargaining unit.

Position Designation(s):

This position has been designated as an essential employee position under the provisions of District Personnel Manual Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e. snow removal, debris removal, transportation, shelter operation, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

This position has been deemed safety-sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, drug and alcohol testing, traffic record checks, if applicable) as a condition of employment, and will be subject to random drug and alcohol testing and periodic criminal background checks throughout your employment

Incumbent is required to perform work after normal duty hours, respond to weather related emergencies, and may be required to be on standby duty status, 24 hours-a-day, seven days a week. May be required to work weekends and evenings, and possibly in an "on call' situation.
