What are the responsibilities and job description for the Recipient Rights Officer position at Tuscola Behavioral Health Systems?
Tuscola Behavioral Health Systems (TBHS) has been providing services within Tuscola County since 1974. As the Community Mental Health Agency within Tuscola County, we are here to provide services to children with severe emotional disorders, adults with mental illness, substance use disorders, and intellectual/developmental disorders.
- This job is located in Caro, Michigan.
- Full-time position - 40 hours/wk.
- Salary Range: $26.22/hr. - $31.94/hr.

Requirements:
- Minimally, a high school diploma, some college classes preferred, Bachelor’s degree preferred in a human services field, management, public administration, social science or a law degree.
- A minimum of one-year professional experience in investigation and advocacy within a private human service agency is required.
- Must be able to effectively communicate in verbal and written form.
- Prior experience operating under the Michigan Mental Health Code desired.
- Valid driver’s license and automobile insurance are required.
Responsibilities:
- Responsible for a system that insures the rights of recipients as guaranteed by the Michigan Mental Health Code.
- Oversees a system that receives reports and investigates alleged violations of the Code.
- Conducts on-site visits to all contracted hospitals and residential providers.
- Responsible for review and update of Recipient Rights policies, procedures and standards.
- Oversees the development, organization and implementation of in-service training for TBHS employees and contract employees, volunteers, individuals served and parents/guardians and Recipient Rights Advisory Committee.
- Oversees the Incident Report reporting system.
- Works cooperatively with outside agencies to ensure protection of rights of recipients being served by TBHS.
- Demonstrates knowledge of and actively supports culturally competent, recovery-based practices.
