To qualify for this position at the GS-12 level, you must meet the following requirement:
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes writing press releases, speeches and other promotional materials; building and maintaining relationships with stakeholders, community partners and media outlets; evaluating and interpreting study findings; preparing oral/written reports and presentations; utilizing comprehensive knowledge of qualitative and/or quantitative methods for improvement of program effectiveness; conducting research and analyzing data on target audiences and campaign effectiveness; and developing and implementing communication strategies and public outreach campaigns.
NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
You will be rated on the following Competencies as part of the assessment questionnaire for this position:
IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases or driving or traveling by motor vehicle. The person in this position must have the ability to work within an environment of conflicting deadlines and shifting priorities. The person in this position may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.

- Plans, organizes, directs, coordinates and supports outreach programs;
- Serves as the lead for the outreach for the medical center and provides direction and guidance to other outreach and program staff;
- Serves on various program/service strategic planning committees and management onsite meetings with other agencies and program officials.
- Determines and develops program goals and objectives, develops short- and long-range plans for achieving them in conjunction with the overall plans of the facility and ensures alignment with strategic priorities;
- Directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve the effectiveness, efficiency and productivity of outreach services;
- Administers and ensures compliance in a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations;
- Oversees purchasing and maintaining special equipment;
- Administers a management reporting system which provides appropriate data for decision making in such areas as organizational improvements and coordination among the organization's programs and services;
- Communicates effectively with diverse audiences;
- Develops and maintains cooperative and harmonious relationships with programs, groups, organizations and other health care providers in the local community and at the state, network and national levels;
- Fosters positive relations with the media;
- Ensures that issues raised by Veterans, their families and/or representatives are adequately addressed;
- Actively promotes productive relations with and recognizes the contributions of volunteer groups and other service organizations;
- Functions in a leadership role and is relied on for expertise by employees of all departments, services and offices within the facility as well as for community providers and partners, Veterans and their representatives;
- Serves as official spokesperson for all matters related to outreach and other topics at the discretion of leadership and Public Affairs;
- Answers questions about processes and policies that are presented by community partners, Veterans and their representatives;
- Prepares reports on outreach initiatives and delivers presentations to executive leadership and community collaborators;
- Collaborates with Public Affairs in the coordination of outreach events and the development of positive news stories about the outreach programs;
- Works with the Office of Data and Innovation to collect and analyze data for all outreach sites and programs;
- Uses this data to determine area market penetration, Veteran retention strategies and communication initiatives to Veterans within a two-year window; and
- Performs other related duties as assigned.
