Principal Responsibilities
- Performs tasks involved in the formation and administration of purchase orders.
- Communicates with suppliers and personnel within UCOR to establish clear definition of requirements and to assure performance to purchase order terms and conditions.
- Prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments and administers purchase
- Identifies sources for the services, evaluates the capabilities and performance of subcontractors, and selects qualified subcontractors based upon their ability to provide the required services, competitive pricing, acceptable terms, appropriate quality, and timely completion of the work.
- Performs subcontracting functions in conformance with the requirements of the prime contract with the client including, as applicable, the Federal Acquisition Regulation (FAR) and its supplements.
- Issues Requests for Proposals, evaluates subcontractor proposals, plans and conducts negotiations, prepares cost and price analyses, risk analyses, bid analysis summaries, and award recommendations that treat subcontractors fairly and ethically, protect the company's interests, and promote best value awards.
- Awards, issues, and documents all agreements with subcontractors.
- Monitors subcontractor performance, issues amendments to subcontracts and manages the performance of subcontractors.
- Resolves disputes with subcontractors and evaluates subcontractor performance.
- Prepares, compiles, and maintains auditable records of the subcontracting process.
- Maintains awareness of market conditions to determine future availability of services and pricing probability.
- Plans, coordinates, and conducts all negotiations with subcontractors.
- Manages subcontracts to ensure timely completion, compliance with requirements, and appropriateness of invoices and payment.
- Keeps materials management advised of significant subcontracting issues and potential problem areas
- Knowledge of business administration procedures, techniques, and business ethics.
- Skilled in oral and written communication.
- Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
- Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
- Basic understanding of Cost Accounting Standards, and determination process for applicability to the work
- When assigned to a jobsite location, actual experience in materials handling operations
- Possesses strong computer skills relating to data analysis and document preparation
