Duties

As a FUEL DISTRIBUTION SYSTEM OPERATOR WG-5413-10, you will organize, administer and evaluate a segment of the fuels quality assurance program for the organization. Direct, inspect, operate and maintain a complete fuel distribution system(s) to receive, store, transfer and issue both aviation and ground fuels in a Type III hydrant system. Operate one or more types of special purpose design aviation and ground fuel tank truck vehicles having a capacity of up to 6,000 gallons and gross vehicle weight of 70,000 pounds used for fueling/defueling various types of aircraft and ground fuels applications such as AGE, power production, heating and engine test cells. Operate, inspect and perform all required maintenance and repair on 400-5,000 gallon storage tanks. Assess, monitor and review assigned Self-Assessment Communicators utilizing the Management Internal Control Toolset (MICT) program. Perform other duties as assigned.

This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard.

AOC 1: NG Employees at the 171st Air Refueling Wing

AOC 2: NG employees in the 171st Air Refueling Wing (This includes 258th ATCS, 146 Weather Flight, 146 ARS, and 147 ARS)

AOC 3: NG Employees of the Pennsylvania National Guard

AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel)

AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG

TEMPORARY PROMOTION/REASSIGNMENT: Currently employed permanent technician selected will occupy this position as a Promotion not to exceed or Reassignment as appropriate in their present status.

INDEFINITE: Indefinite employment status pertains to applicant nominated, who are not a currently employed permanent technician. Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite appointments do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.

SPECIALIZED EXPERIENCE: Experience or training operating, maintaining, repairing, troubleshooting and overhauling fuel systems and components. Experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
