Description of Position: This Space Command and Control Program Analyst NH-0343-03 position is responsible for advocacy and requirements synchronization across all segments within the Space C2 mission area. Performs substantive planning, advocacy, and requirements work in support of C2 initiatives, such as ground and Space C2 infrastructure, Space C2 Programs of Record, NC3, and CJADC2 to ensure integrated capabilities are provided to the Joint warfighter. Additionally, supports system allocation, modernization, force management and analysis to include integrating, coordinating, prioritizing, and advocating for USSPACECOM future concepts, mission capability needs, support for emerging technologies and command and control architecture across the Space C2 Enterprise. Supports development of the Commander, USSPACECOM's Planning, Programming, Budgeting, and Execution (PPBE) submission.
Position Duties/Responsibilities:
- Works across the Combatant Command (CCMD) to develop USSPACECOM positions for priorities, advocacy and effectively executes requirements and advocacy tools to influence the Space C2 Enterprise.
- Applies space experience to analyze, develop, and evaluate detailed plans, goals, and objectives for long-range implementation of assigned major command Space C2 programs.
- Provides strategic-level oversight and disseminates headquarters guidance through development and publication of USSPACECOM talking points, Space C2 priorities, Integrated Priority List (IPL) submissions, Unfunded Priority List (UPL), and develops issue papers as well as other strategic documents.
- Clearly articulates CCMD requirements and plans to influence system development. Ensures written and oral communication is clear and concise and is in alignment with USSPACECOM goals.
- Provides support, advice, and impact statements on reprogramming of funds and funding levels due to manpower or other changes.
- Implements strategic plans with respect to Space C2 Program of Record within J8 and the CCMD in coordination with DoD, IC, mission partners, Services, and components.
- Represents the Branch, Division, Directorate and CCMD at all levels regarding Senior Leader engagements, to include but not limited to, conferences, working groups, Deputies Management Action Groups and Joint Requirements Oversight Councils.
- Leads coordination of key JCIDS documents for USSPACECOM J861, including Space C2-related Initial Capabilities Document (ICD) and other JCIDS documents. Includes input from and coordinates with the Space C2 community of interest.
- Evaluates requirements for additional Space C2 resources and coordinates within the Space C2 community of interest. Identifies need for changes in organization priorities and takes action to implement such changes.
Key Skills & Abilities:
- Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations involving Space Command and Control or similar operations.
- Knowledge of military (including command level) program goals and objectives and various methods of evaluating the effectiveness of planning actions related to actual events along with the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
- Exercises skill in designing, conducting, or managing comprehensive studies and evaluating solutions to strategic and contingency military operations.
- Ability to communicate effectively both orally and in writing.
- Knowledge and experience in Joint and/or Space operations is highly desirable.
- Knowledge and experience of the Joint Strategic Planning System (JSPS) is highly desirable.
Qualification Requirements:
- At least one year experience at the next lower broadband/grade level (or equivalent) in performing program analysis and requirements synchronization for Space Command and Control systems, and activities within the Planning, Programming, Budgeting, and Execution (PPBE) cycle.

- Requires the ability to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) Security Clearance. Position requires the ability to be accessed to Special Access Programs
